I. whereas the Burundian authorities claim to be ready to talk with the opposition, and the President signed a decree on 23 September 2015 creating a National Commission for inter-Burundian dialogue; whereas, however, most of the actors from the opposition or civil society who oppose President Nkurunziza’s third mandate are being pursued on charges of insurrection and complicity in the coup attempt of 13 May 2015; whereas the Speaker of the new National Assembly, Pascal Nyabenda, stated that ‘the people involved in the organisation and implementation of the coup (.) will not be included in the dialogue’;
I. considérant que les autorités burundaises se déclarent prêtes à discuter avec l'opposition et que le Président a signé, le 23 septembre 2015, un décret créant une Commission nationale de dialogue interburundais; considérant cependant que la plupart des membres de l'opposition ou de la société civile qui s'opposent au troisième mandat du président Nkurunziza sont poursuivis pour insurrection et complicité dans la tentative d'attentat du 13 mai 2015; que le président de l'Assemblée nationale, Pascal Nyabenda, a déclaré que "les personnes qui sont impliquées dans l'organisation et la mise en œuvre du coup d'État [...] ne sont pas concernées par le dialogue";

C. whereas the key political development during the period from 2013 to 2015 was the presidential election held on 21 July 2015, in which President Pierre Nkurunziza secured a third term of office; whereas this constitutes a breach of the Arusha Accords, which state that the President of the Republic ‘shall be elected for a five-year term, renewable once’ and that ‘no person may serve more than two terms as President’ (Article 7(3)); whereas the crackdown on opposition parties is being stepped up; whereas for that reason the African Union (AU) refused to send observers to follow the elections, the EU suspended its electoral mission to Burundi, and the Burundian opposition decided to boycott the elections;
C. considérant que les élections présidentielles du 21 juillet 2015, fait politique le plus marquant des années 2013 à 2015, ont permis au président Pierre Nkurunziza d'obtenir un troisième mandat; qu'il s'agit là d'une violation des accords d'Arusha, aux termes desquels le président de la République "est élu pour un mandat de cinq ans renouvelable une seule fois" et "nul ne peut exercer plus de deux mandats présidentiels" (article 7, paragraphe 3); que la répression à l'encontre des partis d'opposition s'accentue; que, de ce fait, l'Union africaine a refusé d'envoyer des observateurs chargés de suivre le scrutin, l'Union européenne a suspendu sa mission électorale au Burundi et l'opposition burundaise a décidé de boycotter les élections;

H. whereas targeted killings take place on a regular basis; whereas an assassination attempt took place against the Chief of Staff of Burundi’s army; whereas a leading Burundian general and close aide to President Nkurunziza was killed in a rocket attack on his car in the capital, Bujumbura; whereas police forces have been targeted and killed; whereas at least nine civilians were reportedly summarily executed by the API police unit on 13 October 2015;
H. considérant que des assassinats ciblés se produisent à intervalles réguliers; qu'une tentative d'assassinat a eu lieu contre le chef d'état-major de l'armée burundaise; qu'un haut général burundais, proche collaborateur du président Pierre Nkurunziza, a été tué lors d'une attaque à la roquette sur sa voiture à Bujumbura, la capitale du pays; que des policiers ont été ciblés et abattus; qu'au moins neuf civils auraient été sommairement exécutés par l'unité de police API le 13 octobre 2015;

M. whereas on 25 June Burundi’s Second Vice-President Gervais Rufyikiri fled the country after urging the President to step down and to put the interests of the Burundian people before his personal interests by withdrawing his presidential bid; whereas on 28 June National Assembly Speaker Pie Ntavyohanyuma fled to Belgium on the eve of the elections, denouncing the President’s bid for a third term as illegal; whereas the African Union has stood down its election observers in Burundi, saying that the parliamentary elections would be neither free nor fair;
M. considérant que, le 25 juin, le deuxième vice-président du Burundi, Gervais Rufyikiri, a fui le pays après avoir instamment invité le président à démissionner et à placer les intérêts du peuple burundais avant ses intérêts personnels en retirant sa candidature à l'élection présidentielle; que le 28 juin, le président de l'Assemblée nationale Pie Ntavyohanyuma a fui vers la Belgique à la veille des élections, dénonçant l'intention du président de briguer un troisième mandat et la qualifiant d'illégale; que l'Union africaine a retiré ses observateurs électoraux au Burundi, en déclarant que les élections législatives ne seraient ni libres ni équitables;
