I. whereas the Burundian authorities claim to be ready to talk with the opposition, and the President signed a decree on 23 September 2015 creating a National Commission for inter-Burundian dialogue; whereas, however, most of the actors from the opposition or civil society who oppose President Nkurunziza’s third mandate are being pursued on charges of insurrection and complicity in the coup attempt of 13 May 2015; whereas the Speaker of the new National Assembly, Pascal Nyabenda, stated that ‘the people involved in the organisation and implementation of the coup (.) will not be included in the dialogue’;
I. considérant que les autorités burundaises se déclarent prêtes à discuter avec l'opposition et que le Président a signé, le 23 septembre 2015, un décret créant une Commission nationale de dialogue interburundais; considérant cependant que la plupart des membres de l'opposition ou de la société civile qui s'opposent au troisième mandat du président Nkurunziza sont poursuivis pour insurrection et complicité dans la tentative d'attentat du 13 mai 2015; que le président de l'Assemblée nationale, Pascal Nyabenda, a déclaré que "les personnes qui sont impliquées dans l'organisation et la mise en œuvre du coup d'État [...] ne sont pas concernées par le dialogue";

C. whereas the Burundian authorities have produced no evidence to justify detaining Mr Rugurika on grounds of ‘public solidarity breaking, infringement of confidentiality of inquiry, harbouring a criminal and complicity in murder’; whereas this arrest forms part of a pattern of government attacks on freedom of expression, targeting journalists, activists, and members of political parties; whereas such attacks have escalated in the run-up to the elections due to be held in Burundi in May and June 2015;
C. considérant que les autorités burundaises n'ont produit aucun élément de preuve pour justifier la détention de M. Rugurika, arrêté pour "manquement à la solidarité publique, violation du secret de l'instruction, recel de malfaiteur et complicité d'assassinat"; que cette arrestation s'inscrit dans une approche du gouvernement visant à porter atteinte à la liberté d'expression, en prenant pour cibles les journalistes, les activistes et les membres des partis politiques; que ces atteintes se sont multipliées à l'approche des élections qui auront lieu au Burundi en mai et en juin 2015;

J. whereas Burundi is one of the five poorest countries in the world, with one of the lowest GDPs per capita; whereas many Burundians have become increasingly frustrated at the increasing cost of food, water and fuel, high levels of corruption and the unaccountability of political leaders;
