Warns the Council that the substantial increase in CFSP spending advocated by the Heads of State cannot be reconciled with the tight expenditure ceilings they have put forward; therefore urges the Member States to develop greater complementarity and synergy between Community instruments - notably the new Instrument for Stability - and CFSP activities, since this would allow the Union to respond more adequately to the increasing financial needs for crisis management and non-proliferation measures;

22. Considers that the agreement on CFSP reached with the Council, concerning the practical implementation of points 39 and 40 of the IIA of 6 May 1999, and the Common Declaration of 25 November 2002, constitutes an important step forward as regards political dialogue in this field and as regards early warning of future CFSP actions; has therefore decided to substantially increase Common Foreign and Security Policy (CFSP) appropriations, particularly so as to launch the new EU Police Mission in FYROM, based on the condition that the new cooperation/consultation provisions between Parliament and Council will be fully respected, and including a qualitatively improved (more policy-oriented and forward-looking) annual CFSP reporting;
22. considère que l'accord dégagé avec le Conseil au sujet de la PESC et relatif à l'exécution pratique des points 39 et 40 de l'Accord interinstitutionnel du 6 mai 1999 et la déclaration du 25 novembre 2002 marquent une avancée importante du dialogue politique dans ce domaine ainsi que la notification précoce des actions futures relevant de la PESC; a décidé par conséquent d'augmenter sensiblement les crédits afférents à la politique étrangère et de sécurité commune, notamment pour lancer la nouvelle mission de police de l'UE dans l'ARYM, à condition que les nouvelles dispositions en matière de coopération/consultation entre le Parlement et le Conseil soient intégralement respectées et qu'elles englobent une amélioration qualitative du rapport annuel sur la PESC (plus axé sur la politique et plus prospectif);
