IN-CONTEXT TRANSLATIONS

In order to ensure uniform conditions for the implementation of this Regulation and to avoid unfair competition or discrimination between farmers, implementing powers should also be conferred on the Commission in respect of: setting out the annual ceilings for the voluntary coupled support; adopting rules on the procedure for the assessment and approval of decisions in the framework of the voluntary coupled support; adopting rules on the authorisation procedure and on the notifications to the producers related to the authorisation of land and varieties for the purposes of the crop-specific payment for cotton; adopting rules on the calculation of the reduction of the amount of the crop-specific payment for cotton; adopting rules concerning general notification requirements and methods; and adopting necessary and justifiable measures to resolve specific problems in an emergency.
Afin d'assurer des conditions uniformes d'exécution du présent règlement et d'éviter toute concurrence déloyale ou toute discrimination entre agriculteurs, il convient de conférer des compétences d'exécution à la Commission en ce qui concerne: la fixation des plafonds annuels applicables au soutien couplé facultatif; l'adoption de règles relatives à la procédure d'évaluation et d'approbation des décisions dans le cadre du soutien couplé facultatif; l'adoption de règles concernant la procédure d'agrément et les notifications aux producteurs relatives à l'agrément des terres et variétés aux fins de l'aide spécifique au coton; l'adoption de règles relatives au calcul de la réduction du montant de l'aide spécifique au coton; l'adoption de règles concernant les exigences générales en matière de notification et les méthodes de notification; et l'adoption de mesures nécessaires et justifiables en vue de résoudre des problèmes spécifiques en cas d'urgence.

At the same time each producer, cooperative body or region should be absolutely free to adopt voluntary rules and labels which exceed the requirements of the general law. Such a general law must also indicate the obligation of all animal owners to assume full responsibility for their animals.

The amounts resulting from the application of voluntary modulation should be taken into consideration when defining the annual ceiling for the expenditure financed by the European Agricultural Guarantee Fund and the possibility to adopt detailed rules concerning in particular voluntary modulation should be included in Regulation (EC) No 1290/2005.
