In real terms this disappearance is observed in the disappearance from the proposal for a new programme of previous action 3.2 Future Capital, which encouraged the realisation of projects by ex-volunteers of the European Voluntary Service. In developing this strategy, the Member States might consider the appropriateness of: developing a national strategic plan for the coast, using spatial or land use planning instruments to promote integrated planning and management (including instruments that give priority to coastal dependent uses in the foreshore area), land purchase mechanisms and declarations of public domain, developing contractual or voluntary agreements with coastal zone users, harnessing economic and fiscal incentives (compatible with Community legislation), and working through regional development planning mechanisms.

The action plan recommends mainly the following: to exploit existing channels in order to better compile relevant information, to disseminate correct data on immigration, to develop strategies to prevent the smuggling of illegal immigrants, and to promote measures to try to implement repatriation agreements. We are promoting direct foreign investment, vocational training and encouraging entrepreneurship and small businesses. We will facilitate voluntary repatriation and resettlement as well as help Moroccans legally resident in EU countries adapt to society.
Les mesures recommandées dans le plan d’action sont en particulier : exploiter les canaux d’information existants pour améliorer la collecte d’informations utiles, pour diffuser des informations exactes sur l’immigration, pour mettre en place des stratégies de lutte contre l’introduction illicite de migrants, et pour promouvoir des mesures visant à mettre en application les accords de réadmission ; promouvoir les investissements étrangers directs, la formation professionnelle, et encourager l’entrepreneuriat et les petites entreprises ; faciliter le retour volontaire au pays et la réadaptation, ainsi que l’intégration dans la société des ressortissants marocains résidant légalement dans les États membres de l’Union européenne.
