The number of Member State experts taking part in on-site evaluation visits may not exceed a total of eight in the case of announced on-site visits and six in the case of unannounced on-site visits.

Your rapporteur also believes that a monitoring mission should not include private experts, but only members of national institutions from the Member States or from Eurostat; furthermore, he considers it inadvisable to have Commission experts from outside Eurostat: in fact, there is an inconsistency in seeking independence for the statistical institutions visited, whilst, at the same time, organising in-depth visits opened up to other Commission bodies; these visits, which are statistical, and, more precisely, methodological in nature, should be the sole responsibility of Eurostat, where it can exercise its independence in relation to the executive.

When carrying out in-depth monitoring visits in Member States, the Commission (Eurostat) can be assisted by experts from other Member States who shall be officials from the national statistical authorities or, on specific occasions, by other national authorities of the Member States being visited who have a functional responsibility for the control of the government accounts or by other Commission departments, following an agreement between the Member State being visited and the Commission (Eurostat).
