[19] As part of the EU strategy for combating radicalisation and recruitment to terrorism (CS/2008/15175) the Commission has supported research and the establishment of the European Network of Experts on Radicalisation to study the phenomenon of radicalisation and recruitment, Member State-led projects on for example community policing, communication and radicalisation in prisons, and provided around ¬ 5m for projects on behalf of victims and supports the network of associationradicalisation in prisons, and provided around € 5m for projects on behalf of victims and supports the network of associations of victims of terrorism.

Recognises the key role of asbestos victims’ associations and groups and other civil society associations, and recommends that the Member States and the EU provide an appropriate fund to support their work and collaborate with them in the establishment of a comprehensive plan to eliminate all remaining asbestos in Europe; stresses, in this context, the importance of informing the public and the importance of the special training of medical personnel;

(18a) In order to provide for an effective level of protection against exploitative labour conditions, legal entities, victims' associations, non-governmental organisations and other bodies such as trade unions should be entitled to intervene in legal proceedings either on behalf of or in support of any victim, without prejudice to national rules of procedure concerning representation and defence before the courts.

It would take the form of an administrative unit of the Commission, without massive premises or large numbers of staff: its role would, quite simply, be to provide a point of information and reference at administrative level to inform the victims of terrorism on their rights and on where they can go should they need help, while also providing them with information on the victims' associations which exist in the Member States.
