6 invite l'UE à engager une action décisive en vue d'aider le Gouvernement national de transition somalien à asseoir son autorité dans toute la Somalie, notamment en contribuant au programme de protection civile pour la Somalie du PNUD, qui vise à renforcer les normes et les pratiques dans le domaine judiciaire, à favoriser l'application du droit, à soutenir la société civile, à opérer la démobilisation des milices armées et à renforcer l'action "mines terrestres";
