Notwithstanding paragraph (a) above, transactions supported according to the terms and conditions of Annex VI and transactions having a credit value of SDR 5 million or less may be classified on a transaction basis, i.e. after the application of any buyer risk credit enhancements; however, such transactions, regardless of how they are classified, are not eligible for any discounts for the application of buyer risk credit enhancements.

This approach shall cover rolling stock, infrastructure and traffic management for the market segments of freight and of long-distance, regional, local and urban passenger traffic, as well as intermodal links between rail and other modes, providing users with an integrated end-to-end solution for their rail travel and transport needs – from transaction support to en-route assistance.

Recalls also that, while OECD members agreed to the OECD Recommendations on Bribery and Officially Supported Export Credits, which aim to deter and sanction bribery of foreign public officials in international business transactions supported by official export credits, these measures have not been adopted by China; in light of this, finds it of particular importance that the EU engage in further discussion with China to develop and implement common standards with the OECD on development aid, including on debt relief;
16. rappelle par ailleurs qu'alors que les membres de l'OCDE ont arrêté une recommandation sur la corruption et les crédits à l'exportation bénéficiant d'un soutien public, qui a pour objet de lutter contre la corruption des responsables publics étrangers dans le cadre des transactions commerciales internationales soutenues par des crédits publics à l'exportation, ces mesures n'ont toutefois pas été adoptées par la Chine; compte tenu de ce qui précède, estime qu'il est particulièrement important que l'Union européenne reprenne les discussions avec la Chine pour élaborer et mettre en œuvre des normes communes avec l'OCDE sur l'aide au développement, y compris sur l'allègement de la dette;

23. Emphasises the fact that bilateral and regional free trade agreements cannot provide complete answers to far-reaching market access; nevertheless, calls on the European Union to include systematically in its bilateral and regional trade agreements explicit provisions covering broad and open use of the Internet for trade in goods and services and unfettered information flows, such as to refrain from imposing or maintaining unnecessary barriers to information flows across borders, and by applying the principles of non-discriminatory, transparent and least trade-restrictive regulation to Internet transactions; supports the efforts made by the EU to establish cooperation dialogue on regulatory issues as part of its bilateral agreements with third country trading partners; calls on the EU institutions and Member States, upon reaching these agreements, to be prepared to contribute to this cooperation dialogue;
23. souligne le fait que les accords de libre-échange bilatéraux et régionaux ne sauraient fournir des réponses exhaustives pour un accès élargi au marché; invite néanmoins l'Union européenne à faire figurer systématiquement dans ses accords commerciaux bilatéraux et régionaux des dispositions explicites ayant trait à une utilisation large et ouverte de l'internet pour le commerce de biens et de services et aux libres flux d'informations, conformément auxquelles il faudra s'abstenir d'imposer ou de maintenir des entraves inutiles aux flux transfrontaliers d'informations et appliquer le principe d'une réglementation non discriminatoire, transparente et aussi peu restrictive que possible aux transactions sur l'internet; soutient les efforts réalisés par l'Union pour établir un dialogue coopératif consacré aux questions réglementaires dans le cadre de ses accords bilatéraux avec des partenaires commerciaux non européens; invite les institutions de l'Union et les États membres, une fois ces accords conclus, à contribuer à ce dialogue coopératif;

‘data link service’ means a set of related air traffic management transactions, supported by air-ground data link communications, which have a clearly defined operational goal and begin and end on an operational event;

Believes that inconsistencies between national laws on transferring financial instruments are one of the main reasons why costs are higher for cross-border than for domestic transactions; supports ongoing attempts to harmonise these laws but acknowledges that this project could take many years to complete; welcomes the setting-up by the Commission of the Legal Certainty Group; urges the Commission to step up the work of that group as a priority instrument for promoting convergence at European level; calls on the Commission to act upon the results of this work and to cooperate closely with third countries and groups such as Unidroit and the Hague Convention of 13 December 2002 on the law applicable to certain rights in respect of securities held with an intermediary and calls for the European Parliament and the Member States to be associated in due course with defining the European negotiating position within this framework;
15. est d'avis que les disparités des législations nationales relatives au transfert d'instruments financiers constituent une des principales raisons du surcoût des transactions transfrontalières par rapport aux transactions domestiques; appuie les efforts actuels tendant à harmoniser ces législations mais reconnaît que la démarche pourrait prendre de nombreuses années pour aboutir; se félicite de la création du groupe de travail "sécurité juridique" de la Commission; demande instamment à la Commission d'intensifier les travaux de ce groupe en tant qu'instrument prioritaire pour promouvoir la convergence au niveau européen; invite la Commission à donner suite aux résultats de ces travaux et à coopérer étroitement avec les pays tiers ainsi qu'avec des groupements tels qu'Unidroit et la convention de La Haye du 13 décembre 2002 sur la loi applicable à certains droits sur des titres détenus auprès d'un intermédiaire et demande par conséquent que le Parlement européen et les États membres soient associés en temps utile à la définition de la position de négociation européenne dans ce contexte;
