In particular, the Commission aims through its political dialogue to encourage countries to ratify and adequately implement the United Nations Convention on the Rights of the Child, its Optional Protocols and the relevant International Labour Organisation Conventions on child labour. The primary intent, then, is not to improve children’s working conditions but to get them out of the workplace altogether under the minimum age of work.

Member States shall, in accordance with national traditions and practice, take adequate measures to promote social dialogue between the social partners with a view to fostering equal treatment, including, for example, through the monitoring of practices in the workplace, in access to employment, vocational training and promotion, as well as through the monitoring of collective agreements, codes of conduct, research or exchange of experience and good practice.

Promote and increase flexibility combined with employment security and reduce labour market segmentation, and promote good industrial relations on the basis of independent and representative trade unions and improved information and consultation of workers through: the adaptation and streamlining of employment legislation, reviewing where necessary the level of flexibility and security provided by permanent and non-permanent contracts; better anticipation and positive management of change, including economic restructuring, notably changes linked to trade opening, so as to minimise their social costs and facilitate adaptation to new realities ; support for transitions in occupational status, including training, self-employment, business creation and geographic mobility; the promotion and dissemination of innovative and adaptable forms of work organisation; effective measures to reduce workplace accidents by means of improved prevention of workplace risks, especially through agreements at European level , and by diversity of contractual arrangements together with flexible working hours , with a view to improving quality of employment, productivity at work and the reconciliation of family life and work , adaptation to new technologies in the workplace, determined action to transform unauthorised work into regular employment and combat the grey economy (Integrated guideline No 20).

25. Calls on the Commission and the Council to insist on the unrestricted implementation of the acquis communautaire, initially through the exchange of best practice and increased cooperation in all 25 Member States, and, where necessary, to take appropriate measures for its actual implementation; to provide practical support for all Member States falling below the required standards, especially the new ones, by making provision for adequate resources, exchange of best practices and experience, and stronger cooperation; in that connection, calls on the Commission, in cooperation with the Advisory Committee on Safety, Hygiene and Health Protection at Work, to investigate the possibility of introducing a separate open coordination method for health and safety at the workplace;

Notes that one Member State has already introduced rules to combat harassment in the workplace and that others have begun the process of adopting legislation to combat harassment, often along the lines of the legislation to combat sexual harassment; urges the Member States to pay heed to the problems of bullying at work and to take this issue into account in national legislation or through other measures;
