There are three things I would like to say. The first is that it was Mrs Morvai herself who tastefully responded in this assembly to what other Members were saying.

In this report, we are concerned with two things: firstly, respecting the details of the Economic Partnership Agreements and the parliamentary monitoring institutions which they have established, such as the Cariforum, and, secondly, making use of synergies while respecting the autonomy of both institutions. Respecting the synergies, in other words, within the Joint Parliamentary Assembly, which acts between the European Union and the ACP countries and the new inter-parliamentary institutions for the Economic Partnership Agreements.

The third recommendation of ours is that the committee report and recommend that government renew its commitment to a joint first nations-Crown initiative intended to develop new fiscal relationships that are based on flexibility and fairness, those things the Assembly of First Nations indicated in its resolutions that do reflect an equitable sharing of revenues derived from treaty lands and natural resources, as well as lands to which an unresolved aboriginal title applies, and to ensure that they're in keeping with the constitutional and legal framework, including that established by the Supreme Court of Canada in respect of treaty interpretation, aboriginal rights, and aboriginal title.

The problem in responding to interests in these areas is that it would have put Bill C-7 squarely in the middle of changes in fiduciary obligations, which is one of the things the Assembly of First Nations and others asked that we commit not to do, and which the minister committed from the outset to avoid. But here, too, the commitment to respond has been recognized.

The parity that we are proposing should be an obvious thing, and it is indeed regarded as such in a number of Member States, France being an example. The French National Assembly unanimously adopted a law on parity.

I had the honour of being the leader of the European Parliament delegation, and I have to say that the debate at the Conference was fierce and there were some very difficult moments, but the agreement on the action plan and – called for, of course, by the European Parliament – the endorsement of the idea of the Euro-Mediterranean Parliamentary Assembly and the Foundation for intercultural dialogue are certainly achievements: on the basis of all this, we can say that, despite the tragic situation in the Middle East, it may well be possible for things to go a little better after Valencia. In any case, the foundations have been laid for reinvigoration of the cooperation process in the Mediterranean region.

Tout cela nous incite à dire que, malgré la situation tragique au Proche-Orient, il se pourrait qu'après Valence les choses aillent un peu mieux. On y a toutefois jeté les bases de la relance du processus de coopération dans le bassin méditerranéen.

' Motion No. 166 That Bill C-68 be amended by adding after line 33, on page 65, the following new Clause: ``129.4 (1) The Governor in Council may, by order, declare for any purpose referred to in subsection (2) any period as an amnesty period with respect to any weapon, prohibited device, prohibited ammunition, explosive substance or component or part designed exclusively for use in the manufacture of or assembly into an automatic firearm (2) An order made under subsection (1) may declare an amnesty period for the purpose of (a) permitting any person in possession of any thing to which the order relates to do anything provided in the order, including, without restricting the generality of the foregoing, delivering the thing to a peace officer, a firearms officer or a chief firearms officer, registering it, destroying it or otherwise disposing of it; or (b) permitting alterations to be made to any prohibited firearm, prohibited weapon, prohibited device or prohibited ammunition to which the order relates so that it no longer qualifies as a prohibited firearm, a prohibited weapon, a prohibited device or prohibited ammunition, as the case may be (3) No person who, during an amnesty period declared by an order made under subsection (1) and for a purpose described in the order, does anything provided for in the order, is, by reason only of the fact that the person did that thing, guilty of an offence under this Part (4) Any proceedings taken under this Part against any person for anything done by the person in reliance of this section are a nullity'.
