This virus, as we have also said, is spreading at the speed of air travel over the whole planet, in particular in South-East Asia and Canada.

For this to happen, some countries need to speed up their ratification of the Protocol – Russia, Japan, Canada and Australia. Secondly, the political conditions must be created for the United States to rejoin the joint effort in the environmental field. Thirdly, an initiative is needed to green the economy by internalising environmental costs, dissociating economic growth from intensive resource use and focusing on cleaner technologies. Fourthly, we hope that the Summit will provide joint answers to global problems and that, as happened in Rio de Janeiro, when the foundations were laid for the Conference on Climate Change, Johannesburg will also lay the foundations for protocols and new institutions in other environmental areas, such as water, for instance. Fifthly, we hope a boost will be given to international governance and institutional reform.

I can sum up the basic elements of this tool in seven points. One, it supports and helps the structures in the Member States to collate data and analyse and research the situation in all the Member States. Two, it helps us work together and develop joint social indicators, for the first time. Three, it supports the procedures used to monitor and implement national action plan programmes on employment. Four, it supports the exchange of best practices and programmes. Five, it involves all the agencies, local authorities, non-governmental organisations, governments, foundations and universities. Six – and I should like to highlight this point – it specifically involves associations of people who are the victims of poverty and exclusion and, seven, it allows us to raise public awareness of the huge problem of poverty, which cannot be dealt with simply by governments and European programmes but which needs to galvanise the whole of society into action.

Let us not confuse the future of the health system and the ability to fund it with the tragedy that we are going through, which we went through with thalidomide victims and we went through with the victims of HIV. Comparison with anything else is just not part of the debate.
