As a consequence, upon accession in May 2004, the new Member States will not be dependent on the progress of the overall revision of the TEN-T Guidelines but will be immediately eligible for Community funding, in particular for TEN-T funds and the Cohesion Fund.

The European Parliament also stated that it was of the opinion that TEN-T should, accordingly, be a key priority in the MFF and that an increase in TEN-T funds was necessary in the MFF.

Without prejudice to Sections 7.3.2.1, 7.3.2.2 and 7.3.2.3, in the case of railway infrastructure projects receiving financial support from European Regional Development Funds and/or Cohesion Funds (Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund ) and/or the TEN-T funds (Decision No 1692/96/EC of the European Parliament and of the Council ) the fitting of ERTMS/ETCS is mandatory when:

Recalls that a global investment of EUR 500 billion will be required for the period 2007-2020 for TEN-Ts; considers, therefore that an increase in TEN-T funds is necessary in the next MFF, together with increased coordination between EU and Member States, as well as the funds available for TEN-T and the funding for transport projects within the framework of cohesion policy and territorial cooperation, thus, using better the available sources of financing; stresses the role that innovative financing instruments, including PPPs and project bonds, can also play in the financing of those projects; considers that expenditure used from the cohesion fund should be conditional upon the observation of general principles of European transport policy; believes that TEN-T funding should actively integrate the objectives of economic, social and territorial cohesion, as well as sustainable development obligations to meet Europe 2020 targets and should as far as possible give priority to low-carbon transportation;
97. rappelle qu'il faudra consentir un investissement global de 500 milliards d'euros pour les RTE-T sur la période 2007-2020; estime dès lors qu'une augmentation des crédits affectés aux RTE-T est nécessaire dans le prochain CFP, conjointement avec un renforcement de la coordination entre l'Union et les États membres, ainsi qu'entre les fonds disponibles pour les RTE-T et les crédits affectés aux projets de transport dans le cadre de la politique de cohésion et de la coopération territoriale, en utilisant mieux, ainsi, les sources de financement disponibles; souligne le rôle que les instruments de financement innovants, dont les partenariats public-privé et les emprunts obligataires spécifiques, peuvent également jouer dans le financement de ces projets; estime que les dépenses utilisées au titre du Fonds de cohésion devraient être subordonnées à l'observation des principes généraux de la politique européenne des transports; estime également que le financement des RTE-T devrait intégrer activement les objectifs de cohésion économique, sociale et territoriale ainsi que des obligations de développement durable pour atteindre les objectifs de la stratégie Europe 2020 et donner la priorité autant que possible aux transports à faible intensité de carbone;

15. Calls therefore for an increase in overall funds, as well as increased coordination between the funds available for TEN-T and the cohesion funding for transport projects (currently 23.7% of cohesion resources) and for the dedication of this amount from the cohesion fund to be contingent upon the observation of general principles of European transport policy and for TEN-T funding to be made conditional upon the concentration of national funding on, and the systematic application of the tools of Directive 2008/96/EC to, the TEN-T core and comprehensive networks;
15. appelle, par conséquent, à augmenter les crédits globaux alloués au RTE-T et à renforcer la coordination entre ces crédits et les financements alloués à des projets de transport au titre de la cohésion (qui représentent actuellement 23,7 % des ressources au titre de la cohésion), ainsi qu'à subordonner l'affectation desdits financements au respect des principes généraux arrêtés dans le cadre de la politique des transports de l'Union et le financement du RTE-T à une concentration des financements nationaux ou provenant de l'application systématique des instruments de la directive 2008/96/CE sur le RTE-T de base;

227. Welcomes the continuing high utilisation rates of both commitment and payment appropriations for TEN-T projects, both reaching almost 100 %; calls on the Member States to ensure that adequate funding is made available from national budgets to match this Union commitment; recalls that Parliament supported a higher level of Union funding; welcomes the mid-term review of the 2007-2013 TEN-T Multi-Annual Programme Project Portfolio published on 27 October 2010, which aims at optimising the use of TEN-T funds and underlines the importance of reliable financial planning of projects;
227. se félicite du maintien des taux élevés d'utilisation des crédits d'engagement et de paiement qui caractérisent les projets relevant des RTE-T, lesquels atteignent près de 100 %; invite les États membres à garantir un financement approprié, à charge des budgets nationaux, pour accompagner les dotations de l'Union; rappelle que le Parlement a soutenu un niveau de financement communautaire plus élevé; se félicite de l'examen à mi-parcours des projets du programme RTE-T pluriannuel 2007-2013, publié le 27 octobre 2010, qui prévoit une optimisation de l'utilisation des fonds pour les RTE-T et met l'accent sur la nécessité d'une planification financière sérieuse des projets;
