8. Points out that effective governance of RM policy is key to an effective RM strategy; notes that an effective strategy must include a continuous dialogue with the stakeholders concerned; emphasises the need for close coordination and provision of information within the Commission and the European Parliament and between Member States; recommends the establishment of a high-level interdepartmental RM task force in 2011, as is the case in France and the United States, encompassing the relevant DGs, the Joint Research Centre (JRC), the European Environment Agency and the EEAS, to elaborate, monitor and review policies, including partnership agreements, to ensure strategic coherence and to promote the establishment of an early-warning system, inter alia for market distortion and resource-fuelled conflicts, complemented by a monitoring group; calls on the Commission to set up a long-term ‘European Raw Materials Roadmap to 2050’, which would identify future developments, threats and opportunities in the RM and CRM sectors and which could help European industries, academic and research institutions to engage in long-term planning and investment; calls further on the Commission to support Member States in developing their own RM strategies and to foster coordination and the exchange of best practice among them, including on the external dimension; suggests that the upcoming communication on the external dimension of energy could serve as a template;
8. fait observer qu'une bonne gestion de la politique des matières premières est essentielle à une stratégie efficace; souligne qu'une stratégie efficace doit comporter un dialogue constant avec les parties concernées; souligne la nécessité d'une coordination étroite et de l'échange d'informations au sein de la Commission et du Parlement européen et entre les États membres; préconise la création en 2011 d'un groupe de travail interservice de haut niveau pour les matières premières, comme il en existe en France et aux États-Unis, regroupant les directions générales compétentes, le Centre commun de recherche, l'Agence européenne pour l'environnement et le SEAE, pour élaborer, suivre et réviser les politiques, y compris les accords de partenariat, assurer la cohérence stratégique et promouvoir la mise en place d'un système d'alerte précoce, notamment ciblé sur les distorsions du marché et les conflits attisés par les ressources naturelles, groupe de travail qui serait accompagné d'un groupe de suivi; demande à la Commission d'élaborer une feuille de route pour les matières premières en Europe à l'horizon 2050 qui cernerait l'évolution future, les risques et les possibilités dans les secteurs des matières premières et des matières premières critiques et permettrait aux industries européennes, aux établissements universitaires et de recherche d'engager une planification et des investissements à long terme; invite en outre la Commission à encourager les États membres à élaborer leurs propres stratégies des matières premières et à promouvoir entre eux la coordination et l'échange de bonnes pratiques, y compris en ce qui concerne la dimension extérieure; est d'avis que la communication à venir sur la dimension extérieure de l'énergie pourrait servir de base dans ce contexte;
