Council Regulations (EC) No 552/97 of 24 March 1997 temporarily withdrawing access to generalised tariff preferences from the Union of Myanmar , No 1933/2006 of 21 December 2006 temporarily withdrawing access to the generalised tariff preferences from the Republic of Belarus and Commission Regulations (EC) No 1100/2006 of 17 July 2006 laying down, for the marketing years 2006/2007, 2007/08 and 2008/2009, detailed rules for the opening and administration of tariff quotas for raw cane-sugar for refining, originating in least developed countries, as well as detailed rules applying to the importation of products under tariff heading 1701 originating in least developed countries and (EC) No 964/2007 of 14 August 2007 laying down detailed rules for the opening and administration of the tariff quotas for rice originating in the least developed countries for the marketing years 2007/2008 and 2008/2009 should therefore be amended accordingly.
Il convient donc de modifier en conséquence le règlement (CE) no 552/97 du Conseil du 24 mars 1997 retirant temporairement le bénéfice des préférences tarifaires généralisées à l’union de Myanmar , le règlement (CE) no 1933/2006 du Conseil du 21 décembre 2006 portant retrait temporaire de l’accès de la République du Belarus aux préférences tarifaires généralisées , le règlement (CE) no 1100/2006 de la Commission du 17 juillet 2006 fixant, pour les campagnes de commercialisation 2006/2007, 2007/2008 et 2008/2009, les modalités d’ouverture et de gestion des contingents tarifaires pour le sucre brut de canne destiné à être raffiné, originaire des pays les moins avancés, ainsi que les modalités d’importation des produits énumérés à la position tarifaire 1701 originaires des pays les moins avancés et le règlement (CE) no 964/2007 de la Commission du 14 août 2007 fixant les modalités d’ouverture et de gestion des contingents tarifaires applicables au riz originaire des pays les moins avancés, pour les campagnes de commercialisation 2007/2008 et 2008/2009

5. Until Common Customs Tariff duties on the products under tariff headings 1006 and 1701 are entirely suspended in accordance with paragraphs 2 and 3, a global tariff quota at zero duty shall be opened for every marketing year for products under tariff heading 1006 and subheading 1701 11 10 respectively, originating in the countries benefiting from this special arrangement.
5. Jusqu’à la suspension totale, conformément aux paragraphes 2 et 3, des droits du tarif douanier commun applicables aux produits relevant des positions tarifaires 1006 et 1701, un contingent tarifaire global à droit nul est ouvert lors de chaque campagne de commercialisation pour les produits relevant de la position tarifaire 1006 et de la sous-position tarifaire 1701 11 10, originaires des pays bénéficiaires du régime spécial.

Welcomes the decision of the European Council to sign the political chapters of the Association Agreement before the presidential elections in Ukraine; welcomes the European Council’s commitment to ensuring that the EU unilaterally adopts measures that will allow Ukraine to benefit substantially from the advantages offered in the Deep and Comprehensive Trade Area, such as the application of provisions related to the import of goods by reducing tariffs and opening tariff rate quotas; reiterates that the outstanding parts of the AA/DCFTA should be signed as soon as possible; insists on the need for clear signals demonstrating to Russia that nothing in this agreement endangers or harms future cooperative bilateral political and economic relations between Ukraine and Russia; welcomes the recent recognition by the Council that the Association Agreement, including a DCFTA, does not constitute a final goal in EU-Ukraine cooperation; stresses, furthermore, that Article 49 TEU refers to all European states, including Ukraine, which has a European perspective, and may apply to become a Member of the Union, provided that it adheres to the principles of democracy, respects fundamental freedoms and human and minority rights, and ensures the rule of law;

I believe it is possible to make a list – it does not necessarily apply to everyone, but perhaps the call for eliminating tariffs and opening the markets is not the right instrument for the developing countries, because they would lose the income they need for their own budgets and they have no way of getting it from elsewhere.

By way of derogation form Article 3(1), for exceptional import sugar and industrial import sugar, the opening of the tariff quota, the tariff quota period and the quantities of the products for which the application of all or part of the import duties is suspended shall be determined in accordance with the procedure referred to in Article 195 of Regulation (EC) No 1234/2007.

The rules for the opening and administration of those tariff quotas are set out in Commission Regulation (EC) No 1004/2005 of 30 June 2005, laying down detailed rules for the opening and administration of the tariff quotas for sugar products originating in Albania, Bosnia and Herzegovina, Serbia and Montenegro and Kosovo, as provided for in Council Regulation (EC) No 2007/2000 .
