Encourages Montenegro to address the outstanding bilateral issues with its neighbours as early as possible in the accession process, in a constructive and neighbourly spirit; reiterates the need to swiftly settle the still pending border demarcation and succession issues with Croatia, Bosnia and Herzegovina, Serbia and Kosovo; encourages further cooperation with neighbouring countries by sharing experiences of the accession negotiations; welcomes Montenegro’s observer status in the Energy Charter Treaty;
