Emphasises that the ultimate purpose of and the rationale for IFIs is that they should act in situations of market failure or suboptimal investment as a catalyst which makes it possible, on the basis of a contribution from the Union budget, to mobilise funding – public and/or private – for projects which can secure no support, or only inadequate support, from the market; points out that intervention by the public sector thus makes it possible to reduce the risk-related costs, by defraying part of those costs, thereby facilitating the implementation of the projects concerned;

However, the experience of the last years has shown that institutional investors and asset managers often do not engage properly with companies in which they hold shares and that capital markets often exert pressure on companies to perform in the short term, which jeopardizes the long–term financial and non-financial performance of companies and leads, among several other negative consequences, to a suboptimal level of investments, for example in research and development to the detriment of the long-term performance of the companies.

Points out that the crisis has highlighted the structural challenges which most of the Member States' economies must face: suboptimal productivity, high levels of public debt, large fiscal deficits, structural unemployment, persistent barriers in the internal market, low labour mobility and outdated notions for skills, contributing to poor growth; underlines the need for investments in key areas such as education, research and innovation, in order to overcome these structural challenges and stresses the importance to reverse the trend of falling public investments;
