Underlines the fact that institutional restraint has, considering the level of relevant inflation rates, resulted in reducing the EP budget in real terms; recalls that this was made possible through strict budgetary planning and control, the strong commitment of its responsible committee and work reorganisation, notably cuts in travel-related budget lines, reduced length and number of missions, increased use of video-conferencing and optimised translation and interpretation services; recalls that already agreed structural reforms, some of which apply since 2011, are estimated to allow annual savings of approximately EUR 29 million – with a further saving of EUR 10 million in the forecast interest rate on real estate financing over future years made possible by prepayments – despite the need to absorb the increase of competences and the added costs of 18 additional Members resulting from the entry into force of the Lisbon Treaty and the preparation for Croatia’s accession;

Welcomes the measures taken by the Office in order to address the issues related to commitments and carryovers, such as improved budgetary planning and strict monitoring of monthly and end of year payments; acknowledges from the Office that it has ensured the recruitment of key positions with direct impact on financial circuit and has improved its policy on timely presentation and reimbursement of missions costs claimed by experts;

– (DE) Mr President, Commissioner, ladies and gentlemen, the Committee on Budgets recommends for the first reading in the Plenary a 2008 budget of EUR 129.6 billion for commitments and EUR 124.2 billion for payments, with strict observance of all our agreements and commitments, both from the multi-annual programmes and the financial perspective and, I might add, well below the ceilings that we agreed in this multi-year plan, in a spirit of budgetary discipline and, at the same time, linked with an offer to the Council to resolve current issues such as Galileo and the financing of foreign and security policy sustainably.
– (DE) M. le Président, M. le commissaire, mesdames et messieurs, la commission des budgets recommande pour la première lecture en plénière un budget 2008 de 129,6 milliards d'euros pour les engagements et de 124,2 milliards d'euros pour les paiements, en respectant rigoureusement tous nos accords et engagements, des programmes pluriannuels comme de la perspective financière et, j'ajouterais, bien en-dessous des plafonds que nous avons approuvés dans ce plan pluriannuel, dans un esprit de discipline budgétaire et, en même temps, par rapport à une offre du Conseil visant à résoudre les questions actuelles telles que Galileo et le financement durable de la politique étrangère et de sécurité.

Recent CAP reforms have made it possible to maintain strict budgetary discipline when drawing up annual budget plans for heading 1.
