We do, of course, also ask for the withdrawal of troops from Afghanistan, which as NATO itself acknowledges week after week, is causing innocent civilian deaths.

4. Calls on the Turkish Government and all parties concerned to give their active support to the ongoing negotiations on the Cyprus issue and to contribute in concrete terms to a comprehensive settlement, and calls on the Government to facilitate a suitable climate for negotiations by starting to withdraw its forces from Cyprus immediately; strongly urges the two communities in Cyprus to work intensively, in accordance with the UN Secretary-General’s request, to capitalise on the progress already made in the negotiations, in order to reach a sustainable solution – in line with the relevant UN Security Council resolutions, and promoting, in particular, Resolution 550 (1984), and with the principles on which the EU is founded – for the benefit of Cypriot citizens, the EU and Turkey;

Stresses that any long-term solution to the Afghan crisis has to start from the Afghan citizens’ interest in their internal security, civil protection and economic and social development, and should include concrete measures for the eradication of poverty, under-development and discrimination against women, for enhancing respect for human rights and the rule of law, strengthening reconciliation mechanisms, ensuring an end to opium production, engaging in a robust state-building exercise, and fully integrating Afghanistan into the international community, as well as banishing Al-Quaeda from the country;
souligne que toute solution à long terme à la crise afghane doit prendre d'abord en considération l'intérêt que revêtent, pour les citoyens afghans, la sécurité intérieure, la protection civile et le développement économique et social et qu'elle devra passer par l'adoption de mesures concrètes visant à l'éradication de la pauvreté, du sous-développement et de la discrimination à l'égard des femmes, par le renforcement du respect des droits de l'homme, de l'État de droit et des mécanismes de réconciliation, par l'arrêt de la production d'opium, par une action énergique pour le renforcement de l'État et par la pleine intégration de l'Afghanistan dans la communauté internationale, ainsi que par l'expulsion d'Al-Qaïda hors du pays;

Stresses that Afghanistan must be provided with an efficient police force and an autonomous army capable of ensuring security so as to permit a subsequent withdrawal of the foreign military presence from the country;
