IN-CONTEXT TRANSLATIONS

Unilever PLC and Unilever NV submitted an application pursuant to Article 19 of Regulation (EC) No 1924/2006, for the modification of the conditions of use of the health claims related to the lowering effects of plant sterols and plant stanols on blood LDL-cholesterol (Question No EFSA-Q-2011-01241) (7).
Unilever PLC et Unilever NV ont présenté une demande en vertu de l'article 19 du règlement (CE) no 1924/2006 en vue de faire modifier les conditions d'utilisation des allégations de santé liées aux effets réducteurs des stérols et stanols végétaux sur le cholestérol LDL sanguin (question no EFSA-Q-2011-01241) (7).

On the basis of the data presented, the Authority concluded in its opinion, received by the Commission and the Member States on 16 May 2012, that plant stanol esters at a daily intake of 3 g (range 2,7-3,3 g) lower blood LDL-cholesterol by 11,4 % (95 % Confidence Interval (CI): 9,8-13,0), and that the minimum duration required to achieve the maximum effect of plant stanol esters on blood LDL-cholesterol lowering is two to three weeks.
Sur la base des données présentées, l'Autorité a conclu, dans son avis reçu par la Commission et les États membres le 16 mai 2012, qu'une consommation journalière de 3 g (fourchette allant de 2,7 à 3,3 g) d'esters de stanols végétaux abaissait le cholestérol LDL sanguin de 11,4 % (intervalle de confiance à 95 %: 9,8-13,0) et que la durée minimale requise pour obtenir l'effet réducteur maximal des esters de stanols végétaux sur le cholestérol LDL sanguin était de deux à trois semaines.

Following the opinion of the Authority, based on a request of the Commission and a similar request from France, regarding the possibility to indicate a quantitative effect in health claims related to the lowering effects of plant sterols/plant stanol esters on blood LDL-cholesterol (Question No EFSA-Q-2009-00530 and Q-2009-00718) (2), the Commission amended, by Regulation (EU) No 376/2010 (3), the conditions of use of two health claims related to the lowering effects of plant sterols and plant stanol esters on blood cholesterol, as laid down in Commission Regulation (EC) No 983/2009 (4), by indicating a quantitative effect.

5.1 Foods or food ingredients with added phytosterols, phytosterol esters, phytostanols or phytostanol esters | (1) ‘with added plant sterols’ or ‘with added plant stanols’ in the same field of vision as the name of the food; (2) the amount of added phytosterols, phytosterol esters, phytostanols or phytostanol esters content (expressed in % or as g of free plant sterols/plant stanols per 100 g or 100 ml of the food) shall be stated in the list of ingredients; (3) a statement that the food is intended exclusively for people who want to lower their blood cholesterol level; (4) a statement that patients on cholesterol lowering medication should only consume the product under medical supervision; (5) an easily visible statement that the food may not be nutritionally appropriate for pregnant or breastfeeding women and children under the age of five years; (6) advice that the food is to be used as part of a balanced and varied diet, including regular consumption of fruit and vegetables to help maintain carotenoid levels; (7) in the same field of vision as the statement required under point 3) above, a statement that the consumption of more than 3 g/day of added plant sterols/plant stanols should be avoided; (8) a definition of a portion of the food or food ingredient concerned (preferably in g or ml) with the amount of the plant sterol/plant stanol that each portion contains.
5.1 Denrées ou ingrédients alimentaires avec adjonction de phytostérols, esters de phytostérol, phytostanols ou esters de phytostanol | 1) la mention «contient des stérols végétaux ajoutés» ou «contient des stanols végétaux ajoutés» figure dans le même champ visuel que la dénomination de la denrée alimentaire; 2) la teneur en phytostérols, esters de phytostérol, phytostanols ou esters de phytostanol ajoutés (exprimée en pour cent ou en grammes de stérols végétaux/stanols végétaux libres par 100 grammes ou 100 millilitres de la denrée alimentaire en question) est indiquée dans la liste des ingrédients; 3) il est signalé que la denrée alimentaire est destinée exclusivement aux personnes qui souhaitent abaisser leur taux de cholestérol sanguin; 4) il est signalé que les patients sous hypocholestérolémiants sont invités à ne consommer le produit que sous contrôle médical; 5) il est signalé, de façon visible, que le produit peut ne pas convenir, du point de vue nutritionnel, aux femmes enceintes et allaitantes et aux enfants âgés de moins de cinq ans; 6) une recommandation est incluse indiquant que le produit doit être utilisé dans le cadre d’un régime alimentaire équilibré et varié, comprenant une consommation régulière de fruits et légumes en vue de maintenir les niveaux de caroténoïdes; 7) dans le même champ visuel que la mention visée au point 3, il est signalé que la consommation d’une quantité de stérols végétaux/stanols végétaux ajoutés supérieure à 3 grammes par jour doit être évitée; 8) une définition d’une portion de la denrée ou de l’ingrédient alimentaire concerné (de préférence en grammes ou millilitres) est incluse, avec indication de la quantité de stérols végétaux/stanols végétaux que contient chaque portion.

Following two opinions of the Authority on plant stanols and plant sterols and lowering/reducing blood LDL-cholesterol (Question No EFSA-Q-2008-085 and Question No EFSA-Q-2008-118) (2), the Commission authorised the health claims stating that plant sterols/plant stanol esters ‘have been shown to lower/reduce blood cholesterol.
