As long as the Member States, in an approach comparable to that adopted in the European defence equipment market, continue to insist on promoting, internally, a sovereignist and anachronistic protectionism and, externally, a liberalism that is more ‘Adam Smithian’ than Adam Smith’s, then Europe will remain out of step in a world in which all the principal actors regard energy as an eminently political and strategic issue.
Tant que les États membres, poursuivant une approche comparable à celle adoptée sur le marché européen des équipements de défense, continueront à insister sur la promotion, à l’interne, d’un protectionnisme souverainiste et anachronique et, vis-à-vis du monde extérieur, d’un libéralisme plus «Adam Smithien» que celui d’Adam Smith lui-même, l’Europe restera en décalage avec un monde dans lequel tous les principaux acteurs considèrent l’énergie comme une question éminemment stratégique et politique.
