9. Welcomes, more generally, the enhanced cooperation between the Committee on Budgets and the Bureau during the annual budget procedure; stands ready to further strengthen the cooperation between the Secretary-General, the Bureau, and the Committee on Budgets throughout the year with a view to ensuring a smooth budgetary process and effective implementation of the budget; expects the Bureau to present prudent needs-based draft estimates that take account of possible subsequent increases arising from legally binding obligations, in particular the one-off costs related to Members’ transition arrangements for the 2014 European elections; calls on the Secretary-General to provide information on the costs of the transition arrangements for the previous European Parliament elections and to present a detailed record of how costs have developed to date as they affect the three places of work;
9. se félicite de la coopération renforcée entre la commission des budgets et le Bureau tout au long de la procédure budgétaire annuelle; se dit prêt à renforcer la coopération entre le Secrétaire général, le Bureau et la commission des budgets en cours d'exercice afin d'assurer le bon déroulement de la procédure budgétaire et la bonne exécution du budget; attend du Bureau qu'il présente un projet d'état prévisionnel prudent, défini en fonction des besoins, qui tienne compte des augmentations susceptibles de découler des obligations juridiquement contraignantes, et notamment du coût unique des modalités transitoires applicables aux députés pour les élections européennes de 2014; invite le Secrétaire général à fournir des informations sur le coût des modalités transitoires pour les élections précédentes au Parlement européen ainsi qu'à présenter un relevé détaillé de l'évolution des coûts à ce jour dans la mesure où ils affectent les trois lieux de travail;
