Commends the role of humanitarian organisations and the authorities of neighbouring countries which are addressing the needs of those fleeing the crisis and are offering protection for refugees; welcomes the Commission’s announcement of an additional EUR 1,5 million to ease the humanitarian situation; warns, however, that commitments must be redoubled as a matter of urgency by both the EU and its Member States, given the huge influx of refugees into an already fragile region, reported outbreaks of cholera and alarming reports of sexual violence; underlines the importance of a long-term strategy for not only medical and nutritional assistance but also reintegration and psychological assistance for those forced to flee;

Urges continued attention and vigilance on the part of the EU and the UNHRC with regard to the human rights situation in Eritrea, as serious human rights violations are creating high numbers of refugees and migrants; welcomes the UNHRC resolution on the human rights situation in Eritrea adopted unanimously in June 2013; commends the first report by the Special Rapporteur on the human rights situation in the country; calls for the renewal of the mandate of this Special Rapporteur during the 26th UNHRC session;
29. invite instamment l'Union et le Conseil des droits de l'homme des Nations unies à continuer de prêter attention à la situation des droits de l'homme en Érythrée et à se montrer vigilants en la matière, étant donné que de graves violations des droits de l'homme font croître le nombre de réfugiés et de migrants; salue la résolution adoptée à l'unanimité par le Conseil des droits de l'homme en juin 2013 sur la situation des droits de l'homme en Érythrée; rend hommage au premier rapport élaboré par le rapporteur spécial sur la situation des droits de l'homme dans le pays et demande le renouvellement de son mandat lors de la vingt-sixième session du Conseil des droits de l'homme;

Recognises attempts by the Council and the Commission to organise a second round of the European Union-Uzbekistan dialogue on human rights in May 2008 and commends the Commission on its efforts to organise a civil society seminar on media expression in the margins of the dialogue, possibly in Tashkent; points out once again that the holding of a dialogue on human rights and experts' meetings on the 2005 Andijan massacre do not in themselves constitute progress and cannot be used as a reason for the lifting of sanctions; notes that the absence of an independent international inquiry into the Andijan massacre and the lack of any improvement in the human rights situation in Uzbekistan — these being the conditions laid down by the European Union for the lifting of sanctions — have logically led to the sanctions against Uzbekistan being extended; welcomes the fact that the conclusions of the General Affairs and External Relations Council of 15-16 October 2007 have introduced specific conditions which have to be met within a period of six months in order for the visa restriction suspension to be maintained; invites the Council and the Commission to carry out a serious assessment of the impact of the decision to suspend for six months some of the visa restrictions that form part of the European Union sanctions against Uzbekistan, and to review the overall human rights situation in the country; deplores the fact that Uzbekistan has so far failed to deliver any progress in any of these respects; pays tribute to the work done by its Subcommittee on Human Rights in closely monitoring the human rights situation every six months so as to provide the Council with regular parliamentary assessments and recommendations as regards the EU policy to be adopted in this matter; is appalled by the presidential election held on 23 December 2007 in Uzbekistan, which according to the ODIHR was ‘held in a strictly controlled political environment, leaving no room for real opposition, a ...

Nevertheless, despite the commendable concern for the sustainability of fisheries in Côte d’Ivoire and for protecting local traditional fishing, this protocol has – apart from the tuna seiners – been under-used, which is also indicative of the current state of the Community’s distant fleets, especially in Portugal. It is imperative that an assessment be carried out of this situation, and of the distribution of fishing opportunities.
