The directive provides for the following conditions where a non-EU national applies to be admitted to a voluntary service scheme:

Improve the coordination among all the services and authorities involved in the return process in each Member State by June 2017 to ensure that all skills and expertise required are available for effective returns while respecting the rights of the returnees; Remove inefficiencies by shortening deadlines for appeals, systematically issuing return decisions that do not have an expiry date and combining decisions on the ending of a legal stay with the issuance of a return decision to avoid duplicate work; Tackle abuses of the system by making use of the possibility to assess asylum claims in accelerated or, where considered appropriate, border procedures when it is suspected asylum claims are made merely to delay the enforcement of a return decision; Prevent absconding by detaining people who have received a return decision and who show signs they will not comply such as refusal to cooperate in the identification process or opposing a return operation violently or fraudulently; Increase the effectiveness of return procedures and decisions by only granting voluntary departure if necessary and if a request is made and giving the shortest possible periods for voluntary departure, taking into account individual circumstances; Set up operational assisted voluntary return programmes by 1 June 2017 and ensure proper dissemination of information on voluntary return and assisted voluntary return and reintegration programmes.

the conditions of entry to, and residence for a period exceeding 90 days in, the territory of the Member States, and the rights, of third-country nationals, and where applicable their family members, for the purpose of research, studies, training or voluntary service in the European Voluntary Service, and where Member States so decide, pupil exchange schemes or educational projects, voluntary service other than the European Voluntary Service or au pairing.

* Enhance existing voluntary activities of young people by developing the different categories of these activities further by supporting civil society organisations active in voluntary engagement of young people, reinforcing voluntary services where they already exist and, where appropriate, create new ones.

"(i) "schedules facilitated airport" shall mean an airport where there is potential for congestion at some periods of the day, week or year which is amenable to resolution by voluntary cooperation between air carriers and where a schedules facilitator has been appointed to facilitate the operations of air carriers operating services or intending to operate services at that airport;

13". voluntary accreditation" means any permission, setting out rights and obligations specific to the provision of certification services, to be granted upon request by the certification-service-provider concerned, by the public or private body charged with the elaboration of, and supervision of compliance with, such rights and obligations, where the certification-service-provider is not entitled to exercise the rights stemming from the permission until it has received the decision by the body.
13) "accréditation volontaire", toute autorisation indiquant les droits et obligations spécifiques à la fourniture de services de certification, accordée, sur demande du prestataire de service de certification concerné, par l'organisme public ou privé chargé d'élaborer ces droits et obligations et d'en contrôler le respect, lorsque le prestataire de service de certification n'est pas habilité à exercer les droits découlant de l'autorisation aussi longtemps qu'il n'a pas obtenu la décision de cet organisme.

(e) to support the quality of all the programme's activities and the development of their European dimension and to contribute to cooperation in the youth field by supporting, wherever possible, Member States' endeavours to improve services and measures related to European voluntary service, particularly through measures to provide young people with information on the objectives of the programme and through studies and continuing evaluation through which, where appropriate, the detailed implementing rules and the approaches of the programme may be brought into line with any needs which might emerge.
e) soutenir la qualité de l'ensemble des activités du programme ainsi que le développement de leur dimension européenne et contribuer à la coopération dans le domaine de la jeunesse en appuyant, chaque fois que cela est possible, les efforts des États membres pour améliorer les services et les mesures en faveur du service volontaire européen, notamment par des actions visant à apporter aux jeunes des informations ayant trait aux objectifs du programme et par des études et une évaluation continue permettant d'adapter, le cas échéant, les modalités de la mise en oeuvre et les orientations du programme aux besoins qui pourraient se manifester.
