Considers that the secretariat of the Barcelona Process - Union for the Mediterranean (BP-UfM) should be composed of officials seconded from the countries participating in the process and should be integrated into the departments of the Commission; its seat must be selected according to criteria based on operational effectiveness and the host country’s compliance with democratic values and financial capacity, as well as the political, financial and social support offered by the national, regional and local authorities concerned; therefore supports the candidacy of Barcelona to host the secretariat;

Notes the need to build a stronger partnership based on increased co-ownership of the various processes; welcomes, in this respect, the Commission proposal to establish a Co-Presidency, a joint Permanent Committee, based in Brussels, and a secretariat of the Partnership with the aim of increasing co-ownership of Euro-Mediterranean cooperation; welcomes in this regard the Commission proposal, with effect from the entry into force of the Lisbon Treaty, to nominate as Co-Presidents the Presidents of the Council and of the Commission, at the level of Heads of State and Government, and the High Representative/Vice-President of the Commission, at the level of Ministers of Foreign Affairs; stresses at the same time the proposal to nominate the Co-President from the Mediterranean partner countries on a consensus basis; calls, however, on the Council and Commission to require from the host country of the secretariat full compliance with the Barcelona Process commitments on democracy and human rights;

How will the Commission select the country which is to host this secretariat? In my view, locating the secretariat in Ørestad would be of great value to a region with a high technological profile, such as the Øresund region, and would promote development in that area.
