After reviewing the Commissioner’s response, the Commission must prepare a final report on its conclusions and recommendations and send it to the Minister, the Commissioner, the complainant, the person whose conduct is the subject-matter of the complaint and the minister responsible for police forces in the contracting province in which the conduct is alleged to have occurred, as the case may be.
