Welcomes the establishment of anti-fraud coordination services (AFCOS) in Member States as required by Article 3(4) of the new OLAF Regulation and the fact that Germany reconfirmed its working cooperation arrangement with OLAF; notes that AFCOS aim to facilitate effective cooperation and the exchange of information with OLAF, and insists that Member States which have not yet designated AFCOS do so without further delay; expects that AFCOS will assist in facilitating better reporting of irregularities and contribute towards a balanced interpretation of the relevant EU acts; is nevertheless concerned by the substantial discrepancies already existing between the different AFCOS established in the Member States in terms of functions, tasks and powers as well as human resources allocated; acknowledges that the AFCOS’ mandate, institutional framework and tasks are not defined in detail in Regulation (EU, EURATOM) No 883/2013, but is of the opinion that AFCOS which are operationally independent with a comprehensive mandate including investigative powers represent a benchmark to be developed by all Member States;

welcomes the extension of the thematic objectives and investment priorities as stated in the European Parliament's texts for mandate concerning the ERDF and ETC draft regulations, as well as in the compromises adopted by the Council Presidency on the "thematic concentration" bloc; would underline, nevertheless, the importance of continuing to give special attention to themes relating to developing cultural heritage and tourism; regrets, however, that the EMPL committee report on the ESF does not propose any reduction in the concentration percentages proposed by the European Commission, contrary to the suggestion of the CoR;

expressed satisfaction at the continued good functioning of the Agreement and underlined the importance of the participation of the EEA/EFTA States in the development and realisation of the internal market; noted the fact that the EEA Joint Committee had since the last meeting of the EEA Council adopted over 40 decisions incorporating some 70 pieces of Community legislation into the Agreement, including acts related to technical regulations for the telecommunications sector, to safety measures in rail, road, and sea transport and civil aviation; to foodstuffs and veterinary medicine legislation; to the environment; to mutual recognition of diplomas and access to certain professions, to competition rules and to intellectual property; EEA/EFTA States participation on the SAVE II and Info 2000 programs was also decided; procedures concerning EEA/EFTA States participation on Community programmes concerning small and medium sized enterprises and information society are now at its final stage; noted that the Joint Committee would, nevertheless, need to accelerate adoption of decisions to maintain full homogeneity of the EEA; noted, furthermore, that significant progress had been achieved on the important matter of veterinary legislation on which a Joint Committee decision was expected in time for the new system to be applied as of 1 January 1998 leading to facilitation of trade procedures and enhanced co-operation in the field of animal health; welcomed the substantive progress made on the incorporation of legislation on medicinal products and on preparations for the participation of the EEA/EFTA States in the European Agency for the Evaluation of Medicinal Products (EMEA); noted that the decision shaping provisions of the Agreement are being used increasingly, to the mutual benefit of both sides, in providing a solid basis of consultation of all Internal market partners for the preparation of relevant legislation; noted with satisfaction that progress ha ...
