The three components of the strategy are: first, amendments to the International Boundary Waters Treaty Act; second, a Canada-wide voluntary accord negotiated with the provinces to prohibit the bulk removal of water from all Canadian water basins; and third, a joint Canada-U.S. reference to the International Joint Commission.

There are three parts to the strategy: changes to the International Boundary Waters Treaty Act in order to give the federal government regulatory powers over bulk removal of boundary waters; a joint reference with the United States to the International Joint Commission to investigate the effects of consumption, diversions and removals including those for export purposes in boundary waters; and a proposal to develop, in co-operation with the provinces and territories, a Canada-wide accord on bulk water removal so as to protect Canadian water basins.

Joined with the efforts being made in other parts of the federal government's strategy, including the Canada-wide accord on water and the Canada-U.S. reference to the International Joint Commission, it will provide the best protection possible for Canada's freshwater resources.

Notes that the referred Joint Strategy should, first, establish the general principles for the EU's AfT, second, set a work programme with specific recommendations for the EU to attain and eventually improve the EUR 2 billion target for trade-related assistance by 2010 and deliver more effective AfT, third, establish the modalities for coordination and actual implementation at the different levels of AfT in keeping with the WTO Task Force recommendations and, lastly, define mechanisms for improving transparency, monitoring and control;

Dr. Taylor referred to some national and international strategies such as the WHO's global strategy on diet, physical activity and health, the pan-Canadian healthy living strategy, and some of the initiatives that have evolved, such as the joint consortium for school health.

In addition to proposing amendments to the International Boundary Waters Treaty Act and thereby prohibiting bulk water removal from Canadian boundary waters, including the Great Lakes, the federal strategy also announced that there would be a joint reference, with the United States, to the International Joint Commission (IJC) to study the effects of water consumption, diversion and removal (including for export) from boundary waters, with an initial emphasis on the Great Lakes.
