Underlines the importance of exceptions and limitations being accessible for persons with disabilities; in this regard notes the conclusion of the Marrakesh Treaty, which will facilitate access for the visually impaired to books, and encourages swift ratification thereof without making the ratification conditional upon the revision of the EU legal framework; believes that the Treaty is a good step forward, but that much work remains to be done in order to open up access to content for people with different disabilities;

Welcomes the fact that acceding to the convention will offer citizens, along with other people for whom the Union has a responsibility, vital extra protection, in particular in the context of the area of freedom, security and justice; underlines the excessively long deadline for concluding accession negotiations and deplores the fact that the EU has still not effectively acceded to the convention; recalls that the EU’s accession depends on ratification not only by its Member States, but also by the other States Parties to the convention; calls on all parties concerned to proceed with ratification as soon as possible;

Points out that by ratifying the Accession Treaty the Republic of Croatia is also deemed to have ratified any amendments to the Treaties open for ratification or approval by the Member States, pursuant to Article 48 TEU, at the time of its ratification of the Accession Treaty, namely the amendment to Article 136 TFEU and possibly also protocols that are envisaged concerning guaranties requested by Ireland and a derogation for the Czech Republic;

After five States referred to in Article 52, paragraph 1, have signed it without reservation of ratification, acceptance or approval, or have deposited their instruments of ratification, acceptance, approval or accession, this Convention shall enter into force for further Contracting Parties six months after the date of the deposit of their instruments of ratification, acceptance, approval or accession.

Après que cinq des États mentionnés au paragraphe 1 de l'article 52 l'auront signée sans réserve de ratification, d'acceptation ou d'approbation ou auront déposé leur instrument de ratification, d'acceptation, d'approbation ou d'adhésion, la présente Convention entrera en vigueur, pour toutes les nouvelles Parties contractantes, six mois après la date du dépôt de leur instrument de ratification, d'acceptation, d'approbation ou d'adhésion.

4. In its instrument of ratification, acceptance, approval or accession, any Party may declare that, with respect to it, any amendment to Annex A, B or C shall enter into force only upon the deposit of its instrument of ratification, acceptance, approval or accession with respect thereto.

Following the decision of the 2002 Copenhagen Council to admit the 10 new Member States ( Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia ) to accede on 1 May 2004, the Accession Treaty and the Act of Accession were signed in Athens on 16 April 2003 and was submitted for ratification by the current and acceding Member States, in accordance with each State's national ratification procedures.
Suite à la décision du Conseil européen de Copenhague de 2002, autorisant les dix nouveaux États membres ( Chypre, République tchèque, Estonie, Hongrie, Lettonie, Lituanie, Malte, Pologne, République slovaque et Slovénie ) à adhérer à l’UE le 1er mai 2004, le traité d’adhésion et l’acte d’adhésion ont été signés à Athènes le 16 avril 2003 et présentés pour ratification aux États membres actuels et adhérents, conformément aux procédures de ratification nationales de chaque État.
