With regard to the Council’s second annual report, on implementing this Code of Conduct, the rapporteur himself welcomes the greater transparency and the convergence between Member States arms exports policies and the adoption of common principles by third countries. He also, however, highlights the need to go further, putting an end to illegal sales and exercising greater control over arms dealers’ fees and on the destination of arms.

Consequently, I welcome the rejection of the proposals for amendment tabled by the rapporteur himself, with the support of his group and of the Group of the European People’s Party (Christian Democrats) and European Democrats, which sought a compromise that would make it possible to adopt this proposal for a directive.
Je me félicite donc du rejet des propositions d’amendement présentées par le rapporteur lui-même, avec le soutien de son groupe et du PPE-DE, qui visait un compromis susceptible de permettre l’adoption de cette proposition de directive.

Although, like the rapporteur, we can welcome the Commission’s initiatives, we would hasten to add that, when mentioning their lack of ambition, emphasis could – and indeed should – have been placed on the lack of any research effort as regards nuclear energy, because serious forecast studies clearly show – and the rapporteur, in spite of himself, also contributes to this conclusion – that we will not be capable of meeting the future energy needs of the planet if we turn our backs on the only technology that is capable of effectively taking over from fossil energy sources, which are often, as the report emphasises, the source of covetousness and of extremely serious conflicts.
Si l’on peut, avec le rapporteur, se féliciter des initiatives de la Commission, on s’empressera d’ajouter qu’à la rubrique de leur manque d’ambition, il aurait pu - et dû - souligner l’absence d’effort de recherche en matière d’énergie nucléaire, car les études prospectives sérieuses établissent clairement - et le rapporteur y contribue également malgré lui - notre incapacité à répondre aux futurs besoins énergétiques de la planète si l’on tourne le dos à la seule technologie capable de prendre efficacement le relais des énergies fossiles, par ailleurs souvent source de convoitises et de conflits gravissimes, comme le souligne le rapport.
