The Commission continued its policy of prior consultation by publishing thirteen Green Papers and three White Papers which, following a wide-ranging debate, gave rise to action plans (Learning in the information society, integrated groundwater protection and management).
Par ailleurs, la Commission a poursuivi son approche de consultation préalable en publiant treize livre verts et trois livres blancs, ceux-ci donnant lieu, après un large débat, à des plans d'action (Apprendre dans la société d'information, protection et gestion intégrées des eaux souterraines).
