IN-CONTEXT TRANSLATIONS

The purpose of this Communication is to set out the Commission's initial views on the shaping of the post-2015 Hyogo Framework for Action building on the achievements of a range of EU policies including civil protection, environmental protection, internal security, climate change adaptation, health, research and innovation, as well as the resilience agenda promoted through the EU external action.
L’objet de la présente communication est d'exposer le point de vue initial de la Commission sur l'orientation à donner au cadre d’action de Hyogo post-2015, en s'inspirant des résultats obtenus par toute une série de politiques de l’UE dans des domaines tels que la protection civile, la protection de l’environnement, la sécurité intérieure, l’adaptation au changement climatique, la santé, la recherche et l’innovation, ainsi que le programme de résilience encouragé dans le cadre de l’action extérieure de l’UE.

The aim of the Enforcement Directive (Directive 2014/67/EU) is to improve the implementation and application in practice of the Directive on the posting of workers (Directive 96/71/EC), thereby guaranteeing better protection of posted workers and a more transparent and predictable legal framework for service providers.
L’objectif de la directive d’application (directive 2014/67/UE) est d’améliorer la mise en œuvre et l’application en pratique de la directive sur le détachement de travailleurs (directive 96/71/CE), garantissant ainsi une meilleure protection des travailleurs détachés et un cadre juridique plus transparent et prévisible des fournisseurs de services.

All measures introduced by this Directive should be justified and proportionate so as not to create administrative burdens or to limit the potential that undertakings, in particular small and medium-sized enterprises (SMEs), have to create new jobs, while protecting posted workers.

With respect to workers temporarily posted to carry out work in order to provide services in another Member State than the one in which they habitually carry out their work, Directive 96/71/EC of the European Parliament and of the Council establishes a core set of clearly defined terms and conditions of employment which are required to be complied with by the service provider in the Member State to which the posting takes place to ensure the minimum protection of the posted workers concerned.

4. In Member States where, in accordance with national law and/or practice, the setting of the terms and conditions of employment of posted workers referred to in Article 3 of Directive 96/71/EC, and in particular the minimum rates of pay, including working time, is left to management and labour they may, at the appropriate level and subject to the conditions laid down by the Member States, also monitor the application of the relevant terms and conditions of employment of posted workers, provided that an adequate level of protection equivalent to that resulting from Directive 96/71/EC and this Directive is guaranteed.
4. Dans les États membres où, conformément au droit et/ou aux pratiques nationales, la définition des conditions de travail et d'emploi des travailleurs détachés visées à l'article 3 de la directive 96/71/CE, notamment le taux de salaire minimal et le temps de travail, relève de la responsabilité des partenaires sociaux, ceux-ci peuvent également contrôler, au niveau approprié et suivant les conditions établies par les États membres, l'application des conditions de travail et d'emploi des travailleurs détachés pertinentes, sous réserve qu'un niveau de protection adéquat, équivalent à celui résultant de la directive 96/71/CE et de la présente directive, soit garanti.

Evaluating post-transplant results through common definitions of terms and methodology, as suggested in the Action Plan, could help to promote EU-wide registers, if necessary, and in compliance with the existing European legal framework on the protection of personal data consisting in particular of the Data Protection Directive 95/46/EC, or create a methodology to compare the results of existing post-transplant follow-up registers of organ recipients.
L'évaluation des données post-transplantation au moyen de définitions et d'une méthodologie communes, ainsi que le suggère le plan d'action, pourrait favoriser la mise en place, si nécessaire, de registres à l'échelle de l'Union conformes à la législation communautaire sur la protection des données personnelles, notamment la directive 95/46/CE, ou encore l'élaboration d'une méthode de comparaison des performances des registres existants pour le suivi post-transplantation de receveurs d'organes.

In particular the person in charge of the control post shall provide clean equipment and protective clothes, which shall be kept exclusively for the use of any persons entering the control post, and shall make available suitable equipment for cleansing and disinfecting the above items.
