Territorial cooperation will promote the balanced development of the territory.Based on the acknowledged experience of the INTERREG III Initiative, the Commission is proposing a new Objective for cross-border, transnational and interregional cooperation which will receive 4 % of the funding for the future regional policy.All the NUTS III regions on internal and external frontiers, whether on land or sea, will be able to cooperate with their neighbours, particularly on the key topics of the Lisbon and Göteborg agenda.The Commission wants to set up two new legal instruments for cooperation: the "cross-border regional collectivity" on internal frontiers and a "new neighbourhood instrument" on the Union's external frontiers.

After having carried out an extensive socio-economic analysis of each of the regions concerned the Commission decided to approve the proposed aid in the most disadvantaged areas, to propose to limit the intensity in certain other regions which are at a level of economic developmnt comparable to aided regions elsewhere in the Community and to open a procedure under Article 93.2 of the EEC Treaty against the proposed granting of aid in 6 regions which have enjoyed advantageous levels of development in recent years and whose relevant socio-economic indicators are comparable to those of other non-assisted regions of the Community.
