Today's decision follows the EIB's announcement on 22 April of the first projects to receive pre-financing, and it is in line with the European Council conclusions of December 2014 which invited the EIB Group to "start activities by using its own funds as of January 2015".

The amount of the second pre-financing payment made by the Commission shall not exceed 50 % of the total amount allocated by the financing decision, approving the annual programme and, in any event, where a Member State has committed nationally an amount less the amount indicated in the financing decision, approving the annual programme, the balance of the amount of Community funds actually committed by the Member State for selected projects under the annual programme minus the first pre-financing payment.

The Commission proposes that the Community take action in five areas in order to make a greater contribution to the success of EUREKA: - establishing a sound basis of complementarity between EUREKA and Community programmes in order to ensure continuity; - helping to finance pre-competitive EUREKA projects: direct participation by the Joint Research Centre in consortia presenting EUREKA projects is envisaged; funding, on a cost-sharing basis, is available for pre-competitive projects through the normal transparent selection procedures applying to the Comunity programmes concerned.
