On top of this, almost half the States of the Union now have regions with legislative powers, the United Kingdom and then Italy having recently set up entities of this kind, which already existed, notably in Germany, Austria and Spain; this means that in the countries concerned the issues of power-sharing between the Union and the Member States, and the problems of transposing Community legislation are of concern not only to central government but also to the regional authorities. However, as the European Commission is not officially aware of the latter's existence, the number of problems involving the conception, application or transposition of Community law has recently increased.

The time has come to draw the lessons of 40 years of Community life, and above all to take account of the views of new players in the European game: the regions with legislative powers, which now exist in almost half the Member States; the applicant countries, whose expectations of the Union sometimes differ from our own, and last but not least public opinion since the public debate that has taken place during the last year has confirmed the findings of the Eurobarometer polls, which suggest that the Europe which is being shaped in Brussels, Strasbourg and Luxembourg is not always the Europe that the public wants to see.
