Underlines the role of local and regional authorities in the implementation of the cohesion policy; believes that cooperation at the local level between SMEs, business networks, research institutes, clusters and regional authorities should be improved for the swifter identification of local problems and needs, regional programmes and project opportunities, supporting rebuilding employment, development of the SME sector and applied research and innovation, and the creation of skilled jobs; calls, therefore, for a deepening of the cooperation with local and regional authorities in the implementation of the cohesion policy and for the opinion of the Committee of Regions on ‘Contribution of Cohesion Policy to the Europe 2020’ to be taken into account in creating cohesion policy in the post-2013 financial perspective;

As the Conciliation Committee has failed to reach agreement despite all Parliament’s efforts, we have restated a number of points on which the Council needs to be flexible. Firstly, the need for greater flexibility up to the end of the multiannual financial framework 2007-2013 in order to take into account the new competences conferred on the European Union and, secondly, for Parliament to be fully involved in the negotiations on the post-2013 financial framework. Lastly, when the Commission has agreed to present detailed proposals on the creation of own resources for the EU, we want the Council to undertake that Parliament will be fully included in the discussions on those proposals.
Le comité de conciliation ayant échoué à trouver un accord malgré les efforts consentis par le Parlement, nous avons, dans ce texte, réaffirmé plusieurs exigences sur lesquelles il est indispensable que le Conseil fasse preuve de souplesse: 1/la nécessité d’une plus grande flexibilité d’ici la fin du cadre financier pluriannuel 2007-2013 afin de prendre en compte les nouvelles compétences au sein de l’Union et 2/le respect de la forte implication du Parlement dans la négociation du prochain cadre financier après 2013 et suite à l’engagement de la Commission de présenter des propositions précises sur la mise en place de ressources propres pour l’Union, la pleine association du Parlement dans cette perspective.

The debate which has begun on the post-2013 financial perspectives is already flawed for a number of reasons, among them, the inability of the European institutions – Parliament and the Council – to come to an agreement in the negotiations on the 2011 budget; the attempts by several Member States to force a reduction in funds for future budgets; the insistence of others on new own resources for the EU, suggesting the creation of European taxes on top of national taxes, paid by the public rather than the financial sector; insistence on the full implementation of the Treaty of Lisbon; and opposition by rich countries to considerably increasing their contributions to the EU budget.

Stresses the need to set up an appropriate financial framework for disaster prevention by strengthening and fine-tuning instruments such as the solidarity fund, cohesion policy, rural development policy, regional policy and the Seventh Framework Programme; asks that prevention be taken into account in the post-2013 financial perspective;

This Regulation should be revised only when necessary, and at the latest two years before the end of the first post-2013 multiannual financial framework.
