I believe that it illustrated very well the points that had been the most difficult to deal with for the participants of the debates during the past years, both in the Council and in this House, and I am also very pleased to note that the overwhelming majority of Members were in agreement.

I also thank her for her appreciation of the European Parliament’s work, a significant and interesting job of work involving a major input from the Committee on Agriculture, but also from the entire House and all colleagues.

The government House leader, who has had the temerity to stand in this House and strong-arm the House with the closure motion, coupled with the motion which is currently before the House, has had the audacity, in the June 22, 2005 annual report, to author several invitations, saying that he looks forward to working with parliamentarians because, in his view, “enhancing the ability of Parliamentarians to represent their constituents and to shape public policy is essential in building public confidence in Canada's political institutions” (1605) If he believes that, why is he not prepared to have a full, complete and fulsome debate on Bill C-48 in the fullness of time, according to the parliamentary calendar?

The events in Kosovo and the Balkans in general have certainly stirred our hearts and minds. There are also important issues at stake in the Middle East in which the President of this House played a major role on her recent trip. Certain important steps have been taken to secure progress in the summit between Europe and Africa in which I was pleased to participate in cooperation with the Portuguese presidency. A vital meeting has also taken place in Portugal, in Vilamoura, with the eighteen countries of Latin America to try and develop a deeper relationship between the European Union and Latin America.
