If I may be so bold, it is my opinion that the Council and the Commission should, at least, consider drawing up a framework decision protecting the citizens from arbitrary interception of communications and giving them the right to plead their cause before a court, to appeal to a national court for prosecution of these types of interception.
Si je peux me permettre de formuler une invitation, je crois que le Conseil et la Commission devraient au moins réfléchir à une décision-cadre qui protégerait les citoyens des interceptions arbitraires et établirait le caractère justiciable de leurs actions, c'est-à-dire la possibilité de recourir à un juge national afin de sanctionner ce type d'interceptions.
