Croatia’s willingness to use its unique position as the EU’s first Member State seriously affected by the conflicts of the 1990s to provide political and technical support to its neighbours on their EU path is commendable.

Commends the determined efforts by the government and opposition to cooperate on reforms, and recognises the significance of the November 2011 political agreement that ended a prolonged period of stalemate and paved the way for progress on the twelve priorities; invites both the ruling majority and the opposition to sustain cross-party cooperation and to contribute to the successful adoption and consistent implementation of the key reforms needed for the opening of formal accession negotiations; emphasises that all political parties and actors in Albania, including the media and civil society, should strive to improve the political climate there in order to allow dialogue and mutual understanding; calls, therefore, for a genuine commitment by all political parties to improving the political climate in the country; calls on political forces in Albania not to allow the country to drift away from the EU path during next year’s electoral campaign;

Acknowledges the progress made by Montenegro since the last progress report; notes that the country has applied for membership of the Union and that the Council has taken the decision to invite the Commission to prepare its opinion on Montenegro's application; commends Montenegro on its achievement, especially on the smooth conduct of the recent elections and its solid economic performance in spite of the global economic crisis, and encourages the country to continue its efforts on the path of reform;

It commends President Laurent Gbagbo, who has given preference to a political solution, and assures him of its full support in continuing along this path until success is achieved.
