The Commission will build on experience and continue the dialogue on human rights and democratisation issues with civil society and NGOs both through its delegations and in Brussels, including through the Human Rights Contact Group meeting in the European Parliament.
La Commission s'appuiera sur l'expérience acquise et poursuivra le dialogue entamé avec la société civile et les ONG sur les questions des droits de l'homme et de la démocratisation au travers de ses délégations et à Bruxelles, notamment lors de la réunion du groupe de contact sur les droits de l'homme au Parlement européen.

The instrument hereby established is intended to contribute to achieving the objectives of the Union's external action, including those of its development policy, in particular the objectives set out in the Joint Statement by the Council and the representatives of the Governments of the Member States meeting within the Council, the European Parliament and the Commission on European Union Development Policy entitled ‘The European Consensus’ and in the Commission Communication of 13 October 2011 entitled ‘Increasing the Impact of EU Development Policy: an Agenda for Change’, and the Union's policies relating to human rights, including the objectives outlined in the EU Strategic Framework and Action Plan on Human Rights and Democracy, adopted by the Council on 25 June 2012.
L'instrument institué par le présent règlement a vocation à contribuer à la réalisation des objectifs de l'action extérieure de l'Union, notamment ceux de la politique de développement, en particulier les objectifs énoncés dans la déclaration conjointe de Conseil et des représentants des gouvernements des États membres réunis au sein du Conseil, du Parlement européen et de la Commission sur la politique de développement de l'Union européenne intitulée: «Le consensus européen» et dans la communication de la Commission du 13 octobre 2011 intitulée «Accroître l'impact de la politique de développement de l'UE: un programme pour le changement», et ceux des politiques de l'Union en matière de droits de l'homme, y compris les objectifs énoncés dans le cadre stratégique de l'UE et le plan d'action de l'UE en matière de droits de l'homme et de démocratie, adoptés par le Conseil le 25 juin 2012.

Emphasises once again in this context the proposals set out in Parliament's abovementioned resolution of 6 September 2007 on the functioning of the human rights dialogues and consultations on human rights with third countries; stresses in this connection that a dialogue between the Council, the Commission and Parliament's Subcommittee on Human Rights was launched in January 2008 with a view to implementing the recommendations of that resolution as regards Parliament's involvement in dialogues in general; recalls, in that connection, the Council's obligation to consult Parliament and to duly take its views into consideration pursuant to Article 21 of the Treaty on European Union;
à cet égard, met une fois encore l'accent sur les propositions qu'il a formulées dans sa résolution du 6 septembre 2007 sur le fonctionnement des dialogues et des consultations sur les Droits de l'homme avec les pays tiers; souligne, à ce sujet, qu'un dialogue entre le Conseil, la Commission et la sous-commission des Droits de l'homme du Parlement a été lancé en janvier 2008 pour mettre en œuvre les recommandations de cette résolution en terme d'implication du Parlement dans les dialogues en général; rappelle, à cet effet, l'obligation du Conseil de consulter le Parlement et de prendre dûment en compte sa position conformément à l'article 21 du traité sur l'Union européenne;

Recalls that human rights and democracy are core EU values and demands that they form an integral part of the negotiations with ASEAN, especially in the PCAs; reiterates the importance that the Parliament attaches to political and civil rights reforms, and welcomes the establishment of the Human Rights Body in the ASEAN Charter and its explicit commitment to the strengthening of democracy, the enhancement of good governance and the rule of law, as well as the promotion and protection of human rights and fundamental freedoms; expects, therefore, that ASEAN can contribute constructively to the promotion of these values in the region;
rappelle que les Droits de l’homme et la démocratie sont des valeurs fondamentales de l’Union et exige qu’ils fassent partie intégrante des négociations avec l’ANASE, en particulier dans les APC; réaffirme l’importance que le Parlement attache aux réformes des droits civils et politiques et se félicite de l’établissement d’un organe consacré aux Droits de l’homme dans la charte de l’ANASE et de son engagement explicite en faveur du renforcement de la démocratie, de la bonne gouvernance et de l’état de droit ainsi qu’en faveur de la promotion et de la protection des droits humains et des libertés fondamentales; espère dès lors que l’ANASE puisse contribuer de façon constructive à la promotion de ces valeurs dans la région;

Notes that the UNHRC has the potential to develop into a valuable framework for the European Union's multilateral human rights efforts; notes, with concern, the fact that during the last year of activities that new body has not proved its credibility but stresses once again the crucial role of the UNHRC within the overall UN architecture; trusts that the implementation of the Universal Periodic Review mechanism will achieve the first concrete results and improvements; calls on the Council and the Commission closely to monitor this process so as to ensure that it implements United Nations General Assembly Resolution 60/251 of 15 March 2006 on the UNHRC, which is the starting point for the universal periodic review, based on objective and reliable information, of the fulfilment by each State of its human rights obligations and commitments in a manner which ensures universality of coverage and equal treatment with respect to all States; calls on the Council to consult Parliament on this matter;
observe que le CDHNU est susceptible d'offrir un cadre valable pour les initiatives multilatérales de l'Union en faveur des Droits de l'homme; observe avec inquiétude le fait qu'au cours de sa dernière année d'activités, ce nouvel organe n'a pas démontré sa crédibilité mais souligne à nouveau le rôle crucial du CDHNU dans l'architecture globale des Nations unies; est convaincu que la mise en œuvre du mécanisme de l'examen périodique universel permettra d'obtenir les premiers résultats et améliorations concrets; invite le Conseil et la Commission à suivre de près ce processus pour que soit mise en œuvre la résolution 60/251 du 15 mars 2006 de l'Assemblée générale des Nations unies sur le CDHNU, qui instaure l'examen périodique universel, sur la foi d'informations objectives et fiables, de la manière dont chaque État membre s'acquitte de ses obligations et de ses engagements en matière de Droits de l'homme, de façon à garantir l'universalité de son action et l'égalité de traitement de tous les États; invite le Conseil à consulter le Parlement sur la question;

having regard to Regulation (EC) No 1889/2006 of the European Parliament and of the Council of 20 December 2006 on establishing a financing instrument for the promotion of democracy and human rights worldwide (7) (the European Instrument for Democracy and Human Rights or EIDHR),

Established at the initiative of the European Parliament in 1994, the main aim of the European Initiative for Democracy and Human Rights (EIDHR) [20] is to promote Human Rights and democratisation in third countries, in particular through the funding of the activities of non-governmental and international organisations.
