2. Notwithstanding paragraph 1, where, in exceptional cases, after consulting the Member State concerned within one week of submission of the draft budgetary plan, the Commission identifies particularly serious non-compliance with the budgetary policy obligations laid down in the SGP, the Commission shall adopt its opinion within two weeks of submission of the draft budgetary plan.
2. Nonobstant le paragraphe 1, lorsque dans les cas exceptionnels où, après avoir consulté l'État membre concerné dans la semaine suivant la transmission de son projet de plan budgétaire, la Commission décèle un manquement particulièrement grave aux obligations de politique budgétaire prévues dans le pacte de stabilité et de croissance, la Commission adopte son avis dans les deux semaines suivant la transmission du projet de plan budgétaire.

Importantly, the Two-Pack will also enhance the soundness of national budgetary processes by obliging Member States to base their draft budgets on independent macroeconomic forecasts and ensure independent bodies are in place to monitor compliance with national fiscal rules.

In respect of the corrective part of the SGP, sanctions for Member States whose currency is the euro should take the form of an obligation to lodge a non-interest-bearing deposit linked to a Council decision establishing the existence of an excessive deficit if an interest-bearing deposit has already been imposed on the Member State concerned in the preventive part of the SGP or in cases of particularly serious non-compliance with the budgetary policy obligations laid down in the SGP, or the obligation to pay a fine in the event of non-compliance with a Council recommendation to correct an excessive government deficit.

The obligation to have in place numerical fiscal rules that effectively promote compliance with the specific reference values for the excessive deficit, and the related obligation for the multiannual objectives in medium-term budgetary frameworks to be consistent with such rules, should therefore not apply to the United Kingdom.
L’obligation de disposer de règles budgétaires chiffrées aidant effectivement à se conformer aux valeurs de référence spécifiques concernant les déficits excessifs et l’obligation qui en découle pour les objectifs pluriannuels des cadres budgétaires à moyen terme de respecter ces règles ne devraient donc pas s’appliquer au Royaume-Uni.

- 4 - This situation gives a special significance to the rules on budgetary discipline (Council Decision 88/377/EEC of 24 June 1988. * * * 4. Price proposals and related measures The analysis of the agricultural situation in the 1990/91 marketing year and the market outlook for the coming years clearly indicate that, after two years of relief and despite considerable efforts of adjustment over a number of years, market imbalances are growing again and that prospects for the foreseeable future are not encouraging. This new deterioration in the situation calls for an in-depth reform of the Common Agricultural Policy in order to tackle the problems at their roots. Taking into account that in-depth reform of a number of common market organisation is needed and that specific proposals to do so will be presented this year, the Commission would have preferred, at this stage, to propose a simple roll-over of present institutional prices for one year until the reform measures have been adopted and come into effect. However, the considerable deterioration of the budgetary situation for 1991 and the worsening prospects for 1992 oblige the Commission, in the interests of budgetary discipline, to supplement its roll-over price proposals for the 1991/92 marketing year by a number of specific proposals designed to contain agricultural expenditure. a) Common prices The Commission considers that for the majority of products it is desirable to propose the continued application of 1990/91 prices subject, of course, to the effects of the application of the stabiliser mechanisms.

Cette nouvelle détérioration de la situation appelle une réforme en profondeur de la politique agricole commune en vue d'attaquer le mal à ses racines. Compte tenu du fait qu'une réforme approfondie d'un certain nombre d'organisations communes des marchés est nécessaire et que des propositions spécifiques seront faite cette année dans ce sens, la Commission aurait préféré à ce stade proposer simplement une reconduction des prix institutionnels actuels pour une année en attendant l'adoption et la mise en vigueur des mesures de réforme. Cependant, la détérioration considérable de la situation budgétaire pour 1991 et les perspectives d'aggravation pour 1992 obligent la Commission, dans l'intérêt de la discipline budgétaire, de compléter ses propositions de reconduction des prix pour la campagne de commercialisation 1991/1992 par certaines propositions particulières tentant à contenir les dépenses agricoles. a) Prix communs La Commission estime que pour la majorité des produits il est souhaitable de proposer de reconduire les prix de la campagne 1990/91 sous réserve évidemment des effets de l'application des mécanismes stabilisateurs.
