Notes with concern that in 2012, 49 % of Heads of Delegation (57 % in 2011) assessed the skills of their operational staff, finance staff, and the monitoring and auditing staff as inadequate to carry out their tasks; reiterates its call to the EEAS and the Commission to provide Parliament with the results of their discussions without delay;

Recalls Parliament's position in the budgetary procedure that staff financed by fees paid by the industry and consequently not financed by the Union budget should not be affected by the 2 % yearly cut applied by the Union; considers that the Commission should treat agencies financed primarily by the Union budget as a separate case and put forward a specific framework for agencies financed mainly by operators fees, which should be in proportion to the services provided by the agency concerned;

Further to a report on its first three years of operation ,in its conclusions of February 2005, the Council called for improvements in the functioning of the (CEPOL): it was considered that CEPOL could operate more effectively if it were financed from the general budget and if the Staff Regulations of officials of the European Communities and the Conditions of employment of other servants of the European Communities applied to the staff of CEPOL.
Outre un rapport sur les trois premières années de fonctionnement, le Conseil en appelle dans ses conclusions du 24 février 2005 à la mise en œuvre des améliorations du fonctionnement du CEPOL: il considère que le CEPOL peut mieux fonctionner s'il est financé sur le budget général et si le statut des fonctionnaires et autres agents des Communautés européennes est appliqué à son personnel.
