Once the system is operational and alerts are included in it, the SIS II will only be possible to store the following information on persons for whom an alert has been issued: surname(s) and forename(s), name(s) at birth, aliases, specific physical characteristics, place and date of birth, sex, photographs, fingerprints, nationality(ies), whether the person concerned is armed, violent or has escaped, reason for the alert, authority issuing the alert, a reference to the decision giving rise to the alert and link(s) to other alerts issued in SIS II. It will also include the action to be taken in the event that there is a “hit” (i.e. if a competent national authority finds an alert in SIS II concerning a non-EU national on whom they have carried out a check).

The SIS II Regulation lays down the technical aspects and the operation of SIS II, the conditions for issuing alerts on refusal of entry or stay for non-EU nationals, the processing of data relating to alerts, and conditions of data access and protection.

Shares the Commission's view that Member States need to ensure that the cross-border networks of electronic information systems established by the Commission (e.g. the Internal Market Information system (IMI), the Rapid alert system for non-food dangerous products (RAPEX), the Rapid alert system for food and feed (RASFF) or the Consumer Protection Cooperation network (CPC)) are operational by taking the necessary measures, including the allocation of resources;

All this is complemented by the inspections carried out by the Food and Veterinary Office (FVO), which is part of the European Commission's Directorate-General for Health and Consumer Protection, the TRACES System, as well as 11 sectoral Rapid Alert Systems (RAS), operational 24 hours/7 days a week, such as the Rapid Alert System for Food and Feed (RASFF), the RAS-BICHAT alert system for bio- and chemo-terrorism, the monitoring and information centre of the Community mechanism for civil protection, and ARGUS, the secure general rapid alert system.

Furthermore, any modification, addition, correction or update of an alert transferred from the SIS 1+ to the SIS II, as well as any hit on such an alert should trigger an immediate examination of its compatibility with the provisions of this Regulation (22) It is necessary to lay down special provisions regarding the remainder of the budget affected to the operations of the SIS which are not part of the budget of the European Union.

21. CIWIN would be a multi-level communication/alert system composed of two distinct functions: a) a rapid alert system (RAS) linking MS with the Commission and b) a forum for the exchange of CIP ideas and best practices in support of the CI owners and operators composed of a network of experts and an electronic data exchange platform.
