IN-CONTEXT TRANSLATIONS

Decision 2008/836 of the Representatives of the Governments of the Member States of 29 October 2008 on the treatment of documents of EU civilian crisis management missions and military operations (1) provides that documents of EU civilian crisis management missions and military operations are, upon termination of those missions and operations, archived by the General Secretariat of the Council (‘GSC’).

Considers that the planning of, preparation for and controlling of an operation by CFSP Staff in the Council Secretariat are basic and fundamental parts of the operation, and that these activities are carried out in pursuit of policy and operations, rather than as part of the normal work of the secretariat within the Council;

On 18 June 2007, the Council approved Guidelines for Command and Control Structure for EU Civilian Operations in Crisis Management; these Guidelines notably provide that a Civilian Operation Commander will exercise command and control at strategic level for the planning and conduct of all civilian crisis management operations, under the political control and strategic direction of the Political and Security Committee (PSC) and the overall authority of the Secretary-General/High Representative for the CFSP (SG/HR); these Guidelines further provide that the Director of the Civilian Planning and Conduct Capability (CPCC) established within the Council Secretariat will, for each civilian crisis management operation, be the Civilian Operation Commander.

The Commission feels that the Eurojust secretariat ought to host not just the secretariat of the European Judicial Network but also the secretariats of operational networks in the law enforcement sphere such as the network of terrorism contact points, the CARIN network and the genocide network[22].
