The provision of 18 months as proposed by the Council would lead to the following inconsistency: the issuer could during the first 12 months use its prospectus for a "secondary" admission, for the next 6 months it could not, and then, after a total of 18 months, the issuer could use the "old" prospectus again - only with updating summaries.
