In that regard, the applicant claims that, pursuant to the provisions cited above, the Commission is obliged to review the temporary derogation introduced by point 2 of Annex V to Regulation No 999/2001 and to submit to the Scrutiny Committee, following the procedure outlined in Article 5a of Decision 1999/468/EC, a draft measure to amend that annex. This must be done in order to ensure compliance with the international health standards adopted by the [International Office of Epizootic Diseases (‘OIE’)], which do not call for a list of specified risk material from countries which — like Italy — have been recognised as countries with a negligible risk or as countries whose risk level is the lowest possible under the international classification system adopted by the OIE.

Underlines that the key objective of any AMR strategy is to maintain the efficiency of existing antimicrobials by using them responsibly at the correct therapeutic level only when strictly necessary and prescribed over a specific time at the appropriate dosage, and reducing the use of antimicrobials in general and especially of Critically-Important Antimicrobials (CIAs) in human and veterinary medicine, thereby also taking into account the OIE List ; underlines the absolute need for an active holistic approach, based on a 'One Health' perspective, in order to achieve better and more efficient coordination between the human health sector and the veterinary sector; calls for enhanced surveillance of the use of antimicrobials in babies and young children, as well as in clinical treatment, where there is a need to control and measure antimicrobial use;

35. Calls on the Commission to strengthen its close operation with the World Health Organisation (WHO), the World Organisation for Animal Health (OIE) and other relevant parties and organisations at international level in order to deal more effectively at a global level with antimicrobial resistance; welcomes in this context the establishment of the EU-US Transatlantic task force on urgent antimicrobial resistance (TATFAR);

The compartmentalisation principle has been laid down recently by the OIE in order to facilitate world wide trade in poultry and poultry products and therefore it should be incorporated into Community legislation.
