Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

Definition: An ill-defined disorder of uncertain nosological validity. The category is designed to include a group of children with severe mental retardation (IQ below 35) who show major problems in hyperactivity and in attention, as well as stereotyped behaviours. They tend not to benefit from stimulant drugs (unlike those with an IQ in the normal range) and may exhibit a severe dysphoric reaction (sometimes with psychomotor retardation) when given stimulants. In adolescence, the overactivity tends to be replaced by underactivity (a pattern that is not usual in hyperkinetic children with normal intelligence). This syndrome is also often associated with a variety of developmental delays, either specific or global. The extent to which the behavioural pattern is a function of low IQ or of organic brain damage is not known.

In particular, competent authorities should appraise the suitability of the proposed acquirer and the financial soundness of the proposed acquisition against all of the following criteria: the reputation of the proposed acquirer; the reputation and experience of any person who will direct the business of the investment firm as a result of the proposed acquisition; the financial soundness of the proposed acquirer; whether the investment firm will be able to comply with the prudential requirements based on this Directive and on other Directives, in particular, on Directives 2002/87/EC of the European Parliament and of the Council (21) and 2013/36/EU; whether there are reasonable grounds to suspect that money laundering or terrorist financing within the meaning of Article 1 of Directive 2005/60/EC of the European Parliament and of the Council (22) is being or has been committed or attempted, or that the proposed acquisition could increase the risk thereof.

(Le document est déposé) Question n 611 Mme Kirsty Duncan: En ce qui concerne les plans du gouvernement pour l’exploitation des ressources, tels qu’énoncés à la section « Assurer un développement responsable des ressources naturelles », au chapitre 3.2 du Budget de 2012: a) quels sont les exemples de lois fédérales de protection de l’environnement qui sont plus sévères que les lois provinciales, et quelles répercussions les changements proposés à la Loi canadienne sur l’évaluation environnementale (LCEE) ont-ils sur l’évaluation de l’impact sur l’environnement des projets industriels qui excèdent les limites provinciales; b) quels ont été les recherches, les mesures ou les investissements du gouvernement pour l’étude des effets des changements proposés à la LCEE sur (i) le processus décisionnel lié à la réglementation, (ii) le risque d’effets environnementaux, cumulatifs et pour un projet en particulier (iii) l’atténuation des risques par les promoteurs, (iv) la réputation du Canada; c) quelles notes d’information, notes de service ou autres documents, y compris, pour chacun, les détails des conclusions et des recommandations, ont été fournis au premier ministre, au ministre des Ressources naturelles, au ministre de l’Environnement, à leurs secrétaires parlementaires, à leurs sous-ministres et aux membres de leur personnel en ce qui concerne les effets des changements proposés à la LCEE sur (i) le processus décisionnel lié à la réglementation, (ii) le risque d’effets environnementaux, cumulatifs et pour un projet en particulier (iii) l’atténuation des risques par les promoteurs, (iv) la réputation du Canada; d) dans le cadre des changements proposés à la LCEE, le gouvernement envisagera-t-il (i) de mesurer les effets négatifs du développement, (ii) de gérer les effets négatifs du développement; e) quand le gouvernement proposera-t-il des « mesures législatives afin de rationaliser le processus d’examen des grands projets à retombées économiques » (Budget de 2012 ...

570 | ( Detailed explanation of the proposal by chapter or by article Chapter I: General principles A common procedure is established for assessing and authorising additives, enzymes and flavourings. This procedure has been designed to be simple, fast and effective, while respecting the principles of good administration and legal certainty. It is centred around the updating, on the basis of the criteria laid down in the sectoral laws, of a list of authorised substances that must be created and maintained by the Commission. Chapter II: Common procedure Under the proposed procedure, requests for updates must be addressed to the Commission, without first going through a national authority. The Commission shall send the request file to the Authority and to the Member States and shall seek the opinion of the Authority, which must issue such opinion within six months. So as to ensure the binding effect of the updating measures, the proposal provides for their adoption to take the legal form of a regulation adopted in accordance with the comitology procedure. When the list is being updated within the framework of this proposal for a Regulation, any other relevant legitimate factors must be taken into account. Thus, when initiating the decision-making process, the Commission, as risk manager, may propose a measure that is not in line with the outcome of the risk assessment carried out under the responsibility of the Authority. In such cases, the Commission must explain its reasons for such a departure. This is in line with the Codex Alimentarius General Principles on Risk Analysis.
570 | ( Explication détaillée de la proposition, par chapitre ou par article Chapitre I: Principes Généraux Une procédure uniforme est établie pour l'évaluation et l'autorisation des additifs, des enzymes et des arômes. Cette procédure est conçue pour être simple, rapide et efficace tout en respectant les principes de bonne administration et de sécurité juridique. Elle est axée sur la mise à jour d'une liste des substances autorisées, sur base des critères définis dans les législations sectorielles, qui doit être établie et tenue par la Commission. Chapitre II: Procédure Uniforme Selon la procédure proposée les demandes ayant pour objet une mise à jour doivent être adressées à la Commission, sans passage préalable par une autorité nationale. La Commission transmet le dossier de demande à l'Autorité et aux Etats membres et recueille l'avis de l'Autorité qui doit rendre son avis dans un délai de six mois. Pour garantir l'effet contraignant des mesures de mise à jour, la proposition prévoit la forme juridique du règlement pour leur adoption et conformément à la procédure de comitologie. Lors de la mise à jour de la liste dans le cadre de la présente proposition du règlement, les autres facteurs légitimes pertinentes doivent être pris en compte. Au moment d'entamer le processus de prise de décision, la Commission peut ainsi, en tant que gestionnaire des risques, proposer une mesure s'écartant des résultats de l'évaluation des risques effectuée sous la responsabilité de l'Autorité. Le cas échéant, la Commission, devra fournir les raisons de cet écart. Ceci est conforme aux principes généraux pour l'analyse des risques du Codex Alimentarius.

120 | ( General context So as to meet the objectives set in the White Paper, and for reasons of efficiency in the areas of food safety, human health protection and the free movement of the products concerned, the Commission has developed, in parallel, three other proposals for Regulations that make the placing on the Community market of these substances subject to compliance with harmonised criteria and the granting of authorisation: 1. Proposal for a Regulation of the European Parliament and of the Council on food additives; 2. Proposal for a Regulation of the European Parliament and of the Council on food enzymes; 3. Proposal for a Regulation of the European Parliament and of the Council on flavourings and certain food ingredients with flavouring properties for use in and on foods. The new regulatory framework proposed for the substances in question must be completed by the establishment of a common authorisation procedure, insofar as the existence of different national authorisation procedures could potentially lead to different results and, in consequence, hinder the free movement of the substances concerned and distort free competition. |

That the Senate of Canada urge the Governor in Council not to give final approval to the project submitted by the consortium that proposed the Maritime and Northeast Pipeline Project until the Government of Canada has fulfilled its obligation to hold full and fair hearings on the proposals submitted by all interested parties, including the TransMaritime Pipeline Proposal, considering the following: (a) the natural resources of Canada are the property of all Canadians; (b) the needs and interests of Canadians should be considered first and foremost in the exploitation, development and use of Canada's natural resources; (c) the recommended Maritime and Northeast Pipeline proposal overwhelmingly favours American interests over the interests of Canadians by channelling 83% of the natural gas extracted from the Sable Offshore Energy Project to the United States, while a mere 17% will be allocated to only two Canadian provinces, Nova Scotia and southern New Brunswick; (d) the TransMaritime pipeline proposal places the interests of Canadians first by allocating 64% of the Sable Offshore natural gas to four Canadian provinces, including 34% to Nova Scotia and New Brunswick, as opposed to a total volume of only 36% to the United States; (e) the TransMaritime proposal allows the provinces of Ontario and Quebec to benefit from any natural gas from the Sable Offshore Energy Project; (f) the TransMaritime Pipeline proposal offers support for Canadian industry and security of energy supplies for central Canada, and offers more Canadians a greater supply of natural gas at a lower cost; (g) the TransMaritime Pipeline proposal generates employment opportunities and provides long-term benefits to disadvantaged northern New Brunswick; (h) the TransMaritime Pipeline proposal will unite Canada, since it sends a positive message of inclusion, security, opportunity, and sharing within the Confederation, to Canadians in four provinces, including Acadians, Quebecers and francophone O ...
