The Commission’s assertion that the proposal ‘consolidates’ the existing rules gives a misleading impression. It is admittedly the case that, according to the draft interinstitutional agreement on more systematic codification of legal acts, codification (or consolidation) means adoption of a new legal act in the form of a single text combining the substantive changes to an existing act and the unchanged provisions of that act.
