All over the world the way is being paved for a new economy and societies are increasingly driven by information and knowledge. Yet although its citizens are amongst the best educated in the world and its education and training systems rank amongst the best in the world, and although it has the necessary investment capacity, Europe has major weaknesses and is well behind the United States in the use of the new information and communication technologies.

The aid must have a real "incentive effect", in other words it must effectively encourage the beneficiary to invest in a specific region. The aid must be kept to the minimum necessary to trigger the company's investment decision. The aid cannot have undue negative effects. Examples of such undue negative effects are the creation of excess capacity by the aided investment in a declining market, or the granting of a level of aid that would exceed the regional aid ceiling applicable to the region in question. The aid must not lure away investment from a region, which has the same or a lower level of economic development than the region where the aided investment takes place (so-called 'anti-cohesion effect').

Supports the proposals made by the Commission for the Multiannual Financial Framework 2014-2020 to provide dedicated funding to increase investment and promote the development and application of low-carbon technologies; endorses the intention to mainstream climate-related funding of the total MFF and earmark 20 % of the European Regional Development Fund (ERDF) for renewable energy and energy- efficient investment, while insisting that this must be effectively monitored; recommends that the Commission should ensure that particular use is made of this funding to assist Member States which have a high potential for reducing emissions below the existing targets but lack the capacity to make the necessary investment;

Recalls that the promotion of a smart, sustainable and inclusive economy, which creates jobs and high-quality employment by delivering on the Europe 2020 strategy's seven flagship initiatives is a jointly endorsed goal of the 27 Member States and the EU institutions; recalls that the implementation of this strategy will require a huge amount of future-oriented investment up to 2020, estimated at no less than EUR 1 800 billion by the Commission in its communication entitled ‘The EU Budget Review’ (COM(2010)0700); underlines, therefore, that necessary investments - at both EU and Member State level - must be made now and delayed no longer, to improve education levels, foster social inclusion, in particular through the reduction of poverty, and the development of a knowledge-based society rooted in the overall EU scientific and technological capacity; in this context, insists on the need to support research, development, innovation and SMEs and the development of resource-efficient technologies;
2. réaffirme que la promotion d'une économie intelligente, durable et inclusive, qui crée du travail et génère des emplois de qualité en mettant en œuvre les sept initiatives phare de la stratégie Europe 2020, représente un objectif sur lequel s'accorde l'ensemble des 27 États membres et les institutions de l'Union; fait une nouvelle fois observer que la mise en œuvre de cette stratégie passe, d'ici à 2020, par d'importants investissements dans l'avenir, estimés à pas moins de 1 800 000 000 000 EUR par la Commission dans sa communication intitulée «Le réexamen du budget de l'UE» (COM(2010)0700); souligne, dans ces conditions, qu'il convient de procéder, dès aujourd'hui et sans nouvel atermoiement, tant au niveau de l'Union qu'à celui des États membres, aux investissements nécessaires pour améliorer le niveau d'éducation, favoriser l'intégration sociale en réduisant notamment la pauvreté, et promouvoir une société de la connaissance fondée sur l'ensemble des savoirs scientifiques et techniques de l'Union; insiste, dans ce contexte, sur la nécessité d'encourager la recherche et le développement, l'innovation, les PME ainsi que les technologies économes en ressources;

On the issue of investment in refining capacity, it is important to recognise that this is already taking place, but prices are sending a signal that even greater investment is needed throughout the oil sector, including in refining capacity; greater transparency and improved investment climates are needed to help bring forth the necessary investment that we have been arguing for.
En ce qui concerne les investissements dans la capacité de raffinage, force est de reconnaître que ceux-ci sont d’ores et déjà en cours. Toutefois, les prix indiquent que des investissements encore plus importants s’imposent dans tout le secteur pétrolier, notamment dans la capacité de raffinage. Une transparence accrue et des climats d’investissement plus favorables sont indispensables pour générer les investissements nécessaires que nous appelons de nos vœux.
