TRADE MEASURES IF THE NEGOTIATIONS FAIL : If the Community were to fail to conclude such arrangements, several possibilities would be open to it : - it would have to speed up and intensify the restructuring of the shipbuilding industry, which would necessarily entail the closure of a large proportion of shipyards in the Member States; this would not necessarily save this Community industry and will endanger de subcontracting industry; - it could decide to strengthen and modulate its aids by aligning more or less sysmatically and globally on the prices charged by the countries in the Far East; this would be a very expensive alternative. The Commission therefore considers that the best solution is some machinery for combating the pricing conditions of the non-Community shipyards in question.
DES MESURES COMMERCIALES EN CAS D'ECHEC DES NEGOCIATIONS Si la Communauté ne parvenait pas à conclure de tels arrangements, elle serait placée devant plusieurs possibilités: - elle devrait accélérer et renforcer la restructuration de l'industrie de la construction navale et cela entraînerait nécessairement l'élimination d'une grande partie des chantiers dans les Etats membres; Ceci ne sauverait pas nécessairement cette industrie communautaire et il mettrait en péril l'industrie sous-traitant; - elle pourrait être conduite à renforcer et à moduler ses aides en recourant à l'alignement plus ou moins systématique et global sur les prix pratiqués par les pays d'Extrême Orient; un tel renforcement serait particulièrement coûteux; C'est pourquoi, la Commission estime que la meilleure solution réside dans un mécanisme permettant de lutter contre les conditions de prix pratiquées par les chantiers navals des pays tiers en cause.
